Important Update on FINEB Loans
As of 1 January 2025, all outstanding FINEB student debts will be cancelled. This decision, made by the Minister of Education, Culture, and Science (OCW) at the request of the Executive Council of Bonaire, means your FINEB debt will be reduced to USD 0.

The minister of Education, Culture and Science (OCW), at the request of the Executive Council of Bonaire, has decided to waive its claim right to the repayment of outstanding FINEB student debts. Outstanding debts are cancelled as of 1 January 2025. From that date, you will no longer have any FINEB debt. Your FINEB debt will be reduced to USD 0, meaning you will not need to repay it now or in the future.
Note: This does not apply to debts under the WSF BES or debts you need to repay to DUO under the WSF 2000.
If you do not agree with the cancellation and wish to repay the student debt, you should notify RCN Student Financing as soon as possible. If we do not hear from you within 8 weeks of the date of the letter or email, we will assume that you agree with the cancellation of the FINEB student debts from 1 January 2025.
No. If you have no objection to your outstanding FINEB debt being cancelled from 1 January 2025, there is no need to contact RCN Student Financing.
However, if you have a ‘standing order’ or a scheduled payment for the FINEB debt in your online banking, you must discontinue this as soon as possible.
Do/did you have any outstanding FINEB debt on 1 January 2025? Then it is cancelled as of 1 January 2025. The cancellation also applies to any arrears and outstanding bailiff fees (related to the FINEB student debt).
All debtors whose FINEB debt is/was cancelled have been notified accordingly. The guarantors of these debtors have also been notified.

Are you struggling to repay debts under the WSF BES or under the WSF 2000? Then contact RCN Student Financing if it is a WSF BES debt, or DUO if it is a debt under the WSF 2000.
FINEB student debts differ from student debts based on the WSF BES and the WSF 2000. Since 2010, the collection of the FINEB loans has been carried out by RCN Student Financing, on behalf of the Minister of Education, Culture and Science (OCW). However, the FINEB student loans were not granted by the Minister of OCW on the basis of OCW legislation, but on the basis of an agreement between the student and the FINEB foundation. The provisions applicable to the FINEB loans do not fit well within the student financing system. The way FINEB loans were granted is also outdated. Therefore, at the request of the Executive Council of Bonaire, the Minister of OCW decided to cancel the outstanding FINEB student debts.

Yes. If you repaid an amount after 1 January 2025, that amount will be repaid to you as soon as possible.
At the end of 2024, at the request of the Executive Council of Bonaire, the Minister decided to cancel the outstanding FINEB student debts. For administrative reasons, a cancellation with effect from 1 January 2025 was chosen.
If you have problems paying your student debt under the WSF BES, you can always contact RCN Student Financing. For problems with the repayment of student debt under the WSF 2000, contact DUO (duo.nl/cariben). They can check with you whether, for example, your financial capacity was properly applied for, so that you do not need to pay more than is possible based on your income. They can also look at whether arrangements may need to be made to pay any arrears. Again, your personal situation is taken into account.
