Evaluation survey Plenchi di Trabou
Commissioned by the Unit of Social Affairs and Employment (Unit-SZW) and the public entity Bonaire (OLB), an independent evaluation study was carried out at the end of 2024 and the beginning of 2025 into the functioning, impact, and future sustainability of Plenchi di Trabou. The survey was conducted by RE-Quest Research & Consultancy.

Plenchi di Trabou is the central job centre on Bonaire and plays a key role in employment mediation on the island. One of the main tasks of Plenchi is to support both job seekers and employers in finding sustainable matches. Plenchi also manages the job vacancy counter, offers counselling programmes and training courses, and conducts the so-called “island test”. This test determines whether there are suitable candidates locally before an employer is allowed to hire an external employee via a work permit.
Main findings
The results confirm the importance of Plenchi di Trabou as the link on the labour market on Bonaire. Both stakeholders and employers emphasise the added value of the organisation and see room for further improvement.
Seven recommendations
The report contains seven central recommendations. They focus on, inter alia, the clarification of mission and direction, the improvement of the data management and the registration system, the development of labour market instruments such as job coaching and wage subsidies, and the strengthening of the external communication and cooperation with partners and employers.
Further steps
Meanwhile, steps have already been taken to implement the recommendations. For example, the cooperation with various chain partners has been strengthened and cooperation agreements have been revised. We are working on the improvement of our internal work processes for employment mediation and data registration and the cooperation with employers. The coming period is marked by further implementation, including by reviewing the job vacancy posting process together with employers in order to better facilitate employers in this process.
