Relationship Enhancing Visit (RBB) at JICN
New visitation scheme from 8th July 2024
The Correctional Institution Caribbean Netherlands (JICN) is introducing a new scheme for detainees from the 8th of July 2024: Relationship Enhancing Visit (RBB). This scheme offers detainees the chance of having undisturbed and personal contact with their visitors, which is essential for their reintegration into society.
What is a Relationship Enhancing Visit (RBB)?
RBB gives detainees the opportunity to receive unsupervised visits once a month. This type of visit helps maintain and strengthen ties with family and partners, which is important for the return of the detainee to society. Detainees can thus spend time with their loved ones in a peaceful and personal environment.
Criteria for Relationship Enhancing Visit
- The detainee must have resided in a normal-security facility for six consecutive months.
- The visit must contribute to the reintegration of the detainee, according to the warden.
- The relationship between the detainee and the visitor must be close and enduring.
- The interests of investigation and prosecution must not be compromised.
- The detainee must have been promoted.
Conditions for visit
- The visitor must be at least 18 years old and have completed six consecutive months of regular visits.
- Visitors with children are not admitted to RBB.
- Visitors must be prepared to undergo clothing checks and searches before and after the visit.
- Detainees and visitors cooperate in visitation before and after RBB moment.
Important details about RBB
- There will be one RBB room.
- RBB is possible on Tuesday, Thursday, and Saturday and potentially on Friday morning if the digital visit expires.
- Detainees can receive RBB once a month.
- The visit lasts 1.5 hours at a time.
Why are Relationship Enhancing Visits important?
Relationship Enhancing Visits play a crucial role in the reintegration process of detainees. It gives them the opportunity to maintain and strengthen strong social ties, which is essential for their emotional well-being and motivation. By maintaining regular contact with their loved ones, detainees can feel supported and stay motivated to work on their future.
Positive impact on reintegration
By maintaining strong relationships with family and partners, detainees can maintain a sense of normalcy and support. This can also lead to a reduction in recidivism, as detainees with strong social networks are better able to adapt to life after detention. RBB provides a structured and controlled way to strengthen these important ties, reducing the likelihood of relapse into criminal behaviour.
Success stories and prospects
Since the introduction of similar schemes in 2015, many detainees in the European Netherlands have successfully used the opportunity to maintain close relationships during their detention. This contributed to their successful reintegration and reduction of recidivism. JICN is determined to continue this positive trend with the introduction of RBB.
