Offering Telecom Services in the Caribbean Netherlands
To operate telecommunications infrastructure and provide telephony or internet access via a fixed, mobile, or satellite network, a concession (telecom license) must be obtained from the Dutch Authority for Digital Infrastructure (RDI). Anyone who wishes to offer telecommunications services in the Caribbean Netherlands is eligible to submit a request for a concession to the RDI. The application and the telecom infrastructure that supports the service must meet certain requirements, which are assessed by the RDI.
If services are offered without a valid concession, it constitutes a violation of the Telecommunication Provisions Act BES. The provider in question will be asked to terminate the services. This measure is taken to uphold the principle of equality and to prevent unfair competition. Additionally, other providers of telecommunications services must meet the requirements set in their concessions and pay annual fees to offer their services on our islands.
