In 2024, Care and Youth Caribbean Netherlands (ZJCN) introduced a physical healthcare card in Bonaire, Sint Eustatius, and Saba. The healthcare card replaces the paper insurance certificate. Previously, you had to collect an insurance certificate from the ZJCN office before traveling abroad. With the introduction of the healthcare card, this is no longer necessary.
The healthcare card serves as proof that you are registered with ZJCN (an insurance certificate), but it is not a travel insurance policy or a guarantee letter.
What information is on your healthcare card?
Your first name, last name, ID number, date of birth, and place of residence (Bonaire, Sint Eustatius, or Saba).

When should you use the healthcare card?
In case of unexpected medical emergencies abroad, such as illness or hospitalization. In such cases, contact ZJCN as soon as possible.

Monday, Wednesday, and Friday: 08:00 – 12:00

Residents with a disability who cannot collect their healthcare card can authorise a family member to collect it on their behalf using an authorisation form. The authorisation form is available both online and at the ZJCN office. When submitting the form, both the client’s and family member’s original sedula must be provided.
The validity period of the healthcare card varies depending on the insurance period and ranges from a minimum of two years to a maximum of five years.
Yes, please remember to bring a valid sedula and the completed customer form. We also request your bank account number so that we can register it in our system. This is not mandatory, but facilitates the reimbursement of any future claims. Additionally, we require your current phone number and email address to ensure your details are up-to-date in our system.
No, the first healthcare card is free of charge. However, a replacement fee will be charged if the card is lost or needs to be replaced.
No, the healthcare card is not considered an official identification document. For identification purposes, you can use your sedula, passport, or driver’s licence.
If you lose your healthcare card, you are advised to request a replacement from the ZJCN office as soon as possible.
