The organisation

Care and Youth Caribbean Netherlands (ZJCN) is part of the Ministry of Health, Welfare and Sport (VWS), and deals with healthcare and youth care in the Caribbean Netherlands. Unlike in the European Netherlands, ZJCN (VWS) also implements the health insurance and youth care in the Caribbean Netherlands. This makes the ZJCN Programme Directorate responsible not only for policy and legislation, but also for the implementation. The ZJCN Programme Directorate within VWS is also the point of contact for the countries of Curaçao, Aruba and St. Maarten, as well as for the other ministries.

Job description

As a Senior Medical Assistant, you are part of the medical advisory team. This team is responsible for the substantive medical advice and the quality assurance of the care provided.

Job responsibilities

  • You are responsible for the assessment of the applications for the supply of medical devices and aids, maternity care and home care abroad, and medical pedicure. You do this in accordance with established protocols and regulations;
  • You carry out investigations independently and take the necessary steps to assess the legitimacy and validity of applications;
  • You take the initiative to update existing protocols in consultation with account managers and medical advisers;
  • Together with the Medical Adviser, you review complex claims submitted by insured persons;
  • You independently check and assess simple claims submitted by insured persons in accordance with the applicable guidelines, procedures and authorisations;
  • You guide and supervise the Medical Assistant(s) in carrying out their duties in accordance with established protocols;
  • You carry out organisational support activities for the Head of Service and the Medical Adviser (appointments, requesting information, monitoring procedures, etc.);
  • You liaise with insured persons, suppliers and care providers;
  • You refer exceptional cases to the Head of Care and Services or the Medical Adviser;
  • You draw up process descriptions for the processes related to your position and you update them where necessary;
  • You collect data for management information.

Job requirements

  • Your intellectual and professional ability is at the level of higher professional education (HBO) with demonstrable practical knowledge (and knowledge of medical terminology). Candidates with a qualification at level 4 of senior secondary vocational education (MBO) and intellectual and professional ability at the level of higher professional education (HBO) are also invited to apply;
  • You hold a qualification at level 4 of senior secondary vocational education (MBO) as a doctor’s assistant, nurse or in a relevant paramedical discipline;
  • You have at least three to five years of experience in a relevant position;
  • You have knowledge of relevant work processes in the medical sector;
  • You are able to make sound judgements regarding (emergency) medical cases;
  • You have knowledge of methods, techniques and systems within the field, as well as of the various options for the (operational) management of – including exceptional – (emergency) situations;
  • You have knowledge of relevant procedures, guidelines, laws and regulations;
  • You have knowledge of and an understanding of the tasks, objectives and functional relationships of the Health Care Insurance Office and of related units and/or the chain partners;
  • You have spoken and written command of Dutch, English and Papiamento and preferably Spanish.

What we offer

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 8 / job salary scale 9  from a minimum of $2.892,- and a maximum of $4.418,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the gross monthly income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year;
  • A relocation scheme for applicants not living in the island.

An assessment, case and/or reference check may be part of the procedure.
This vacancy is being advertised internally and externally, and the following order will be considered in the selection process:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external).

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • Participation in the pension fund is mandatory, which includes an employee contribution;
  • A medical examination is required for this position. Without a positive result from this examination, the appointment cannot proceed;
  • Dutch citizenship.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
