Job description

As a Senior Ambulatory Care Professional, you will combine your mentoring work with a senior role in the field of management and coaching. You will supervise young people who are still in the programme and those who are leaving to go and live independently. Among other things your tasks will include:

  • Providing support to young people during daily activities, helping with ADL and encouraging independence and talent development.
  • Supervising young people who leave the Assisted Living on Bonaire (Begeleid Wonen Bonaire) programme to go and live independently, making sure that they achieve an optimal level of independence and that the transition goes smoothly.
  • Implementing support plans and achieving set goals together with the young people in question.
  • Method-based coaching of assisted living supervisors as regards case reflection and professional development, without this being based on any hierarchical management structure.
  • Overseeing the implementation of programmes, identifying problems and coordinating with the behavioural scientist and coordinator.
  • Maintaining contact with network partners and participating in a multidisciplinary consultation meeting.

Definition of the role

  • The behavioural scientist has ultimate responsibility for caseload content.
  • The coordinator is responsible for hierarchical management of the team and organisational processes.

The organisation

Child safety is paramount for the Youth division of Care and Youth Caribbean Netherlands (Zorg en Jeugd Caribisch Nederland, ZJCN). If a child’s development is under threat, it is the statutory task of ZJCN to create a safer environment within a voluntary or compulsory framework, in which the child in question can continue to develop to the best of their potential. Youth policy in the Caribbean Netherlands is a shared responsibility with the public entities, being primarily responsible for prevention and primary care. The Ministry of Health, Welfare and Sport (Ministerie van Volksgezondheid, Welzijn en Sport, VWS) is responsible for the second- and third-line youth care and is involved in multiple more complex issues, foster care and, the implementation of family supervision measures.

From the perspective of this broader youth care chain, ZJCN also offers programmes aimed at independence and participation by young people who have been involved in youth care over a longer period.

The department

Assisted Living on Bonaire (Begeleid Wonen Bonaire, BWB) is a new facility where young people who have grown up with (often long-term) youth care programmes can work on increasing their independence. BWB offers three-phase programmes to young people which are intended to help them become self-reliant, with the aim of the young people being able to live independently. At the end of the programme, they are offered accommodation, where they will continue to receive ambulatory support for a certain period. The team consists of three assisted living supervisors, supported by a behavioural scientist and managed by the coordinator. We work using our own ‘Manage, Coach, Advise’ (Aansturen, Coachen en Adviseren, ACA) methodology, which is based on competency-based working. Our attitude and approach are also governed by the Functional Family Parole (FFP) methodology.

Job requirements

  • A degree from a university of applied sciences (for example in Social Work, Socio-educational Care Work (Sociaal Pedagogische Hulpverlening, SPH), Social Work and Social Services (Maatschappelijk Werk en Dienstverlening, MWD) or a similar programme).
  • Several years of experience with the target group and with ambulatory work.
  • Experience with method-based coaching of colleagues.
  • Knowledge of competency-based working would be a definite asset.
  • Dynamism and creativity when dealing with complex situations.
  • The ability to deal with verbal and physical aggression and an understanding of behaviour and underlying causes.
  • Strong communication skills at various levels and the ability to provide structure.
  • Decisiveness, the ability to cope with stress and to reflect on issues.
  • The ability to take decisions independently within agreed frameworks.
  • A willingness to work flexible hours, including evening, night and weekend shifts.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 9 and job salary scale 10 from a minimum of $3.293,- and a maximum of $4.900,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;

  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
