Job description

As the Head of Care and Services you will direct a team that is extremely important for the residents of the Caribbean Netherlands. Your job will be to ensure that residents receive the care they are entitled to professionally, carefully and with a focus on the person behind each file.

You will be a visible and committed manager who inspires and supports staff. You will monitor the quality of the services being provided, improve processes and strengthen the collaboration within ZJCN and with external partners. As a member of the management team you will also make an important contribution to policy and the further development of ZJCN.

Duties

  • You will lead the Care and Services team and encourage professional growth within the team.
  • You will ensure that processes go smoothly and efficiently, with a focus on the care recipient.
  • You will be in contact with residents via our focus groups.
  • You will monitor the quality of administrative records and medical referrals.
  • You will liaise with the island administrations, care providers and partners.
  • You will identify developments and translate these into actual improvements.
  • You will actively contribute to the processes of change and the strategic course of ZJCN.

The organisation

ZJCN is a Department of the Ministry of Health, Welfare and Sport (Ministerie van Volksgezondheid, Welzijn en Sport, VWS). Among other things ZJCN is responsible for implementing the BES Healthcare Insurance Decree (Besluit Zorgverzekering BES) and the BES Healthcare Insurance Claims Regulation (Regeling Aanspraken Zorgverzekering BES, Raz-BES). These regulations jointly form the framework within which the entitlements to care for residents of the Caribbean Netherlands are structured. The point of departure is that the aim should be to provide a level of services that is equal to that in the European Netherlands.

The core duties of ZJCN are the drafting of policy aimed at the further development of care on the islands, the procurement of care from care providers and the provision of services to residents. The Department has offices on Bonaire, Saba, St. Eustatius and in The Hague.

The division

The Care and Services team is based on Bonaire, with offices on Saba and St. Eustatius, and its core task is to provide services to residents. This includes maintaining administrative records, providing information and dealing with all primary contact with residents via the Internet, telephone, front desk and post. The division also arranges approximately 7,000 medical referrals for treatment which cannot be provided on the island of residence. The team works closely with policy advisers and account managers to ensure constant improvements in the availability and accessibility of healthcare. The team is made up of a range of different people, consisting of front desk staff, logistical staff, case managers and medical advisors.

Job requirements

  • A university education (WO) level of professional and intellectual ability.
  • Demonstrable management experience, preferably within the care or public sector.
  • Knowledge of care processes and affinity with healthcare insurance policies.
  • Experience with change management and coaching leadership.
  • Political and cultural sensitivity, with an eye for the dynamics that exist on the islands.
  • A good command of Papiamento, Dutch and English (a command of Spanish would be a definite asset).

What do we offer?

  • A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
  • A competitive salary in preliminary scale 13 or salary scale  14(of at least $ 5.577, - and at most $ 7.618, - per month),  in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality Allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a full-time employment (36 hour) per year;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
  • A relocation package for candidates who react from outside Bonaire.

Procedure

An assessment, case and/or reference check may be part of the procedure. This vacancy is opened simultaneously internally and externally, where the selection process will follow this order:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG); 
  • A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands; 
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
