Job description
Working at ZJCN means contributing to healthcare and youth care in the Caribbean Netherlands, for example in terms of policy and implementation in the field of healthcare, youth care, welfare and sports.
The Care and Youth Caribbean Netherlands department is looking for an enthusiastic colleague to join our team of three financial advisors and one coordinating financial advisor. The full finance team also includes three claims processing staff and one accounts employee. As a financial advisor you will be the department’s financial sparring partner and, together with your fellow financial advisors, you will manage the department’s total budget (approx. €200 million). You are an experienced financial advisor who finds it easy to switch focus between finance and policy. You are able to provide members of the management team and the director with sound advice and provide answers to parliamentary questions. At the same time you are equally prepared to pay invoices or write a document explaining a particular financial work process. You enjoy working with numbers and are good at it, but you also know that life is more than numbers alone. You are able to make numbers ‘come alive’ by turning a financial report into a story for the department's management team or your colleagues who are responsible for policy. You are the point of contact for your colleagues on financial matters and you are able to help them correctly apply the central government’s financial rules. In that context your focus is on cooperation and helping to find solutions.
The team of financial advisors is responsible for:
- drafting, monitoring and advising on the spending plan;
- contributing to budget products such as the draft budget, the 1st and 2nd supplementary budgets and the Definitive Accounts;
- drafting periodical financial reports; If you observe that plans are not being implemented on time, you will discuss this with your colleagues and the management team.
- advising policy staff and the management team on the efficient and effective use of policy resources and potential financial risks;
- reviewing and advising on the policy frameworks, investments, budgets and annual accounts of (healthcare) institutions in CN;
- the point of contact for, among others, the Financial and Economic Affairs department (directie Financieel Economische Zaken), the National Office for the Caribbean Netherlands (Rijksdienst Caribisch Nederland), Central Government Audit Service (Auditdienst Rijk) and financial colleagues from other departments and ministries;
- Together with a policy officer, involved in the content and processes from start to finish of both procurement and subsidy processes.
- advising colleagues on the appropriate choice of financial instruments, as described in the Central Government Budget Regulations;
- advising on and being involved in the process of issuing special benefits to public entities for the performance of tasks in areas such as public health, youth, sports and social support;
- ensuring correct alignment between the various administrations at the Ministry of Health, Welfare and Sport (VWS) and the Rijksdienst Caribisch Nederlands (RCN)
- the organisation and execution of internal audit activities.
We will decide on your specific main tasks on the basis of mutual consultation.

Care and Youth Caribbean Netherlands is a department within the Ministry of Health, Welfare and Sport (VWS). The ministry’s motto is 'The Netherlands healthy and well'. ZJCN's motto is ‘reliable, fair and accessible care’.
The Care and Youth Caribbean Netherlands department
The department is located partially in the Hague but mostly on Bonaire. Approximately 75 staff work on Bonaire, Saba and St. Eustatius and approximately 25 work in The Hague. Despite the distance and time difference we try our upmost to operate as a single department through the use of video conferences and working visits. The department is the point of contact within VWS for the Caribbean Netherlands, the countries of Curaçao, Aruba and St Maarten as for the other ministries, such as the Ministry of the Interior and Kingdom Relations. In recent years steps have been taken to improve health care and youth care in the Caribbean Netherlands, but there are still many challenges to be overcome. Social support, geriatric care and public healthcare are just a few of the burning issues on the islands.

Job requirements
- A degree in business administration or finance from a university or university of applied sciences.
- You preferably have experience with the planning and control cycle within a government organisation.
- At least 2 years of work experience in the field of financial consultancy, preferably with the care or local government sectors.
- Good communication and consultancy skills.
- The preferred candidate would have a link with the islands.
- Languages: Dutch, English and Papiamento (or a willingness to learn).
What we are offering
- A job in accordance with the BES Legal Position of Civil Servants Decree (Rechtspositiebesluit ambtenaren BES).
- A salary in line with the market, in preliminary salary scale 10 and job scale 11, of a minimum of $3,525.00 and a maximum of $5,240.00 per month based on a working week of 36 hours. Job scale allocation on the basis of knowledge and experience.
- Holiday pay (8.33% of your salary).
- An end-of-year bonus (8.33% of your salary, with a gross minimum of $1,750.00).
- A pension scheme with the Caribbean Netherlands Pension Fund (Pensioenfonds Caribisch Nederland, PCN).
- 168 holiday hours based on a working week of 36 hours.
- A temporary appointment for a year, with the prospect of a permanent appointment in the event of good performance and a positive assessment result.
- A relocation scheme for candidates who are not resident on the island.
Procedure

- This vacancy has been simultaneously published internally and externally. In the event of equally suitable candidates, preference will be given to internal candidates.

Appointment requirements
- A Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG).
- A medical assessment in order to be admitted to the pension fund.
- Dutch citizenship.

- The salary is in American dollars, which is the official currency in the Caribbean Netherlands.
- The Caribbean Netherlands has its own tax regulations. Income over and above the tax-free amount ($20,424.00 in 2024) is subject to wage tax of 30.4%.
- Participation in the pension fund is mandatory and includes a personal contribution.
- You are, or will become, a resident of the Caribbean Netherlands.
