Job description
As an Account Manager, you have a key role in the improvement of the care in the Caribbean Netherlands. You are in contact with care providers to ensure that residents of the Caribbean Netherlands receive good care. You are proactive and independent in the procurement of market-based care and the management of care agreements with care providers in the Caribbean Netherlands, CAS countries, the Netherlands and/or Colombia. You are responsible for contract management and relationship management with care providers.
You cooperate actively with your colleagues in The Hague in order because the conclusion of agreements with care providers is based on legislation and policy to improve care for residents of the Caribbean Netherlands. As an Account Manager, you contribute to the development of ZJCN policy together with your (policy) colleagues in the Caribbean Netherlands and in The Hague. You also have an advisory role for the management of the ZJCN board.
You have a high degree of governance sensitivity. This enables you to recognise the relevance of events that have an impact on the applicable policies and the care.
In the event of procurement or tendering projects, you provide advice. You take care of the operational embedding of the new care agreements within ZJCN. You are responsible for evaluations of tactical / operational agreements and performance indicators, analyses of performance reports. You take care of the management and the monitoring of agreements and you agree on arrangements and proposals for changes with the parties involved.
Within the complexity of projects, you know how to keep an overview and you do not lose sight of the long-term goal. You are open to receiving and giving feedback. You enjoy working with colleagues and seek internal expertise from your direct colleagues.
Job responsibilities
Account management
- You build and maintain a relevant relationship network (with care providers);
- You regularly consult with care providers (e.g. in the region, , and the Netherlands) and manage the care agreements concluded.
Contributions to procurement policy
- You actively contribute to the preparation of policy regarding the procurement of care;
- Together with your team, you prepare a multi-annual planning regarding the agreements and care expenses;
- You advise management and board on rate agreements;
The organisation
Unlike in the European Netherlands, VWS administers the care insurance (including the long-term care), Social Support and the youth care in the Caribbean Netherlands itself. There are many challenges ahead in this part of our Kingdom, and VWS also has a number of responsibilities and assignments there. VWS has the ambition to shape care and social services in the Caribbean Netherlands in such a way that we work towards a level similar to that in the European Netherlands. In doing so, we do not copy the Dutch system, but together with care providers in the Caribbean Netherlands, we provide tailor-made solutions appropriate to the island. To realise tailor-made solutions, it is important that you look at issues with a pragmatic, creative, and cross-domain perspective. This in close cooperation with the care providers on the islands.

Job requirements
- Your professional and intellectual ability is at the level of Higher Professional Education (HBO) / University Education (WO);
- You have at least five years of relevant work experience in care, social support or welfare;
- You are familiar with the (private) market of care providers;
- You have some knowledge of the organisation, method, and the work area of the Care Department of ZJCN;
- You gained experience in contract management;
- You are willing to travel to care providers in the region;
- Proficiency in Dutch and English is a requirement. Command of Papiamentu and Spanish is preferred.
What do we offer?
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in job salary scale 11, gross monthly of at least $ 4.111,- and at most $ 5,319,-.00) in case of a 36-hour working week;
- Holiday pay (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- Vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours (based on a 36-hour working week);
- A temporary appointment of one year and after one year, following a good performance and assessment, the prospect of a permanent appointment;
- A relocation scheme for candidates who respond from outside the island

- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution to it);
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
