Job description

As an Operations Adviser, you shape the vision and direction of the organisation together with the director. You advise and support (in both a solicited and an unsolicited manner) on strategic and integral (organisational) issues. Specifically, you develop the (multi)annual plans, annual reports, financial reports, and accountability to the supervisory bodies. You also act as project leader of broad projects related to policy, internal processes, and operations. Finally, you are also responsible for managing the finances. You prepare the budgets, manage on the expenditure, and give account to the Ministry.

You can switch well between policy and implementation and have good judgment when it comes to the effects of decisions or the assessment of political-administrative risks. In addition, you are the deputy to the director and in that capacity you act, for example, as commissioning authority.

Job responsibilities

The main responsibilities of the Operations Adviser are:

  • Together with the director, you provide policy and management direction to the Guardianship Council;
  • You contribute to and give direction to the (re)structuring and organisation of work processes, procedures, and policies;
  • You take decisions on the content of (policy) recommendations, on the conclusion of contractual obligations regarding business operations and in projects;
  • You liaise with and involve the supervisory bodies where necessary;
  • You are involved in legislative and regulatory developments and you promote the relevant interests of the Guardianship Council in connection therewith;
  • You provide for the development of reports and figures and steer on them internally;
  • You monitor the quality of unity and uniformity in the implementation;
  • You are a representative of the Guardianship Council to the SSO. For example, you are responsible for the conclusion of the annual DVA, agreements in cooperation with the SSO, and you participate in the tender board and the user consultation and projects such as housing projects and communication;
  • You are project leader of internal projects;
  • You are the deputy to the director in their absence.

The Organisation

The Guardianship Council has establishments on every island, with the largest establishment located on Bonaire. The Guardianship Council is part of the Ministry of Justice and Security and has the task of protecting children (similar to the tasks of the Child Protection Council in the Netherlands). If there are serious concerns about the development and upbringing of a child then the Guardianship Council can be called in. The Guardianship Council then investigates and advises on the best situation / solution for the child. These investigations are in the field of civil and criminal law. In addition, the Guardianship Council also comprises bureau Halt, the Central Authority, and has various tasks in the area of Child Maintenance.

  • You have good internal and external communication skills;
  • You have spoken and written command of Dutch, and preferably English;
  • Command of Papiamento is preferred.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 11 and job salary scale 12, monthly of at least $ 4.111,- and at most $ 6.009,-, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Appointment requirements

  • The salary is in American dollars; the official currency of the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become an inhabitant of the Caribbean Netherlands.
