The CN Guardianship Council is looking for a: Halt employees/council employee for the term of 1 year

Job description

As a HALT employee you will be working within a network of organisations within youth and safety. Your work will focus on the areas of alternative HALT interventions and sanctions and youth crime prevention. You will also support parents and make young people aware of their sense of responsibility and their own behaviour through educational interventions. You will build up and maintain contact with various institutions. You will also respond to signals from the network in a project-based manner.

You will give informative lessons at schools to primary school pupils in years 7 and 8 and to secondary school and special education pupils in years 1 and 2. During these lessons you will engage in discussions with pupils about transgressive behaviour, the consequences of this behaviour and how they can avoid ending up in certain situations. The lessons represent an important centrepiece of HALT’s role in preventing youth crime.

Tasks and responsibilities

  • Mediating with victims and dealing with any additional damage.
  • Engaging in conversation with young people and supporting assignments.
  • Identifying underlying issues and, where necessary, referring individuals on to parties who can provide additional support or assistance.
  • Dealing with all the administrative aspects of the intervention.
  • Maintaining and building relationships with chain partners, including the public bodies OLB, OLS, and OLE, the police, schools, and youth care partners within Caribbean Netherlands;
  • Participating in chain-wide consultations;
  • Conducting interactive informative lessons at schools using methodology and supporting materials developed by Bureau HALT, which cover topics such as peer pressure, online fraud and cybercrime, tolerance and respect, weapons and violence and youth crime, this in consultation with KPCN;
  • Identifying transgressive behaviour in schools, in classes and/or at pupil level and discussing this with the mentor or teacher.
  • You will also support the Guardianship Council Investigator(s) with various administrative tasks.

The organisation

Every child is entitled to grow up in a healthy and safe environment. That is laid down in the United Nations Convention on the Rights of the Child. Although parents have primary responsibility in this respect, they sometimes struggle to do so sufficiently, despite receiving assistance. If there are serious concerns about how a child is growing up and being raised, the Guardianship Council can be asked to intervene. The Guardianship Council then investigates and advises on the best situation or solution for the child in question. These investigations relate to civil and criminal law. Child support and the implementation of HALT measures are also core tasks of the Guardianship Council. The Guardianship Council has branches on each island, with the largest being located on Bonaire. The Guardianship Council works on behalf of the Ministry of Justice and Security and is tasked with protecting children (similarly to the Child Care and Protection Board in the Netherlands).

Job requirements

  • You possess an MBO-2 level of thinking and working.
  • You have experience with services and contact with clients.
  • You have experience with administrative and/or financial operations.
  • You have a good command of spoken and written Dutch, English and Papiamentu, or are willing to learn these languages as soon as possible.
  • Knowledge of, and affinity with, Bonaire St. Eustatius and Saba would be a definite asset.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 7 and job salary scale 8, monthly of at least $ 2.436,- and at most $ 3.806,-, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination to join the pension scheme;

  • The salary is in American dollars; the official currency of the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become an inhabitant of the Caribbean Netherlands.
