Purpose of the function

The Guardianship Council has an important task when it comes to child support. If parents cannot come to an agreement between themselves, the Guardianship Council can mediate and give advice to the judge about the amount. After that, the Guardianship Council is responsible for collecting and paying out these monies, but the execution of it is invested in the Belastingdienst. As child support officer, you will independently carry out this entire child support process on Bonaire and remotely for clients on Saba and St Eustatius. You will also keep in close contact with the Belastingdienst about the status and ensure the correct input. You will work closely with your fellow child support, the legal expert and the business operations advisor. You are accountable to the (deputy) Director Guardianship Council.

Tasks and responsibilities

As Child support officer, you will be responsible for:

  • Conducting intake interviews and speaking to clients with questions;
  • Executing all maintenance cases incl. calculating amounts and consulting with parents;
  • Preparing and submitting advisory reports to the Court and, if necessary, representing the Guardianship Council at hearings;
  • Keeping an overview of the collection and payment process which runs through the Belastingdienst (transferring cases, keeping in touch about the state of affairs, ensuring orderly administration and monitoring mandated tasks);
  • preparing reports to the director on figures such as status of payments, etc;
  • Engaging and transferring bailiff cases to the legal advisor in a timely manner;
  • Carefully filing and keeping orderly records;
  • Carrying out wage garnishment through the employer if necessary;

Other job Requirements

  • You have experience in service delivery and customer contact;
  • You have experience with administrative and/or financial work
  • Legal knowledge is an advantage;
  • You have a good command of the Dutch, English and Papiamentu languages, both verbally and in writing;
  • Knowledge of and affinity with Bonaire, St. Eustatius and Saba is an advantage.

Guardianship Council CN

Every child has the right to a healthy and safe environment in which to grow up. This is enshrined in the International Convention on the Rights of the Child (IVRK). Parents are primarily responsible for this. Sometimes the parents fail to take this responsibility adequately, despite the efforts of assistance. If there are serious concerns about a child's growing up and education, the Guardianship Council may be called in. The Guardianship Council then investigates and advises on the best situation/solution for the child. These investigations are in civil and criminal law areas. In addition, Child Maintenance and carrying out HALT measures are core tasks of Guardianship Council. The Guardianship Council has branches on every island, the largest of which is on Bonaire. The Guardianship Council works by order of the Ministry of Justice and Security and its task is to protect children (similar to the tasks of the Raad voor de Kinderbescherming in NL).

What we offer

  • Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES Legal Status Decree for Civil Servants BES);
  • A competitive salary at initial salary scale 7 and job salary scale 8 between a minimum of USD 2,400 and USD 3,750 per month based on a working week of 36 hours. A pay grade based on knowledge and experience;
  • Holiday bonus (8.33% of the remuneration);
  • A 13th month (8.33% of the remuneration, with a minimum gross amount of $ 1,750);
  • A pension scheme with Pensioenfonds Caribisch Nederland (PCN);
  • 168 hours of leave based on a working week of 36 hours;
  • Temporary appointment for 2 years;
  • A relocation package for candidates responding from outside the island.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination to join the pension scheme;
  • Dutch citizenship.

  • The salary is in American dollars; the official currency of the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax legislation. Income above the tax-free sum ($ 20, 424 in 2024) will be taxed at a payroll tax rate of 30.4%;
  • Participation in the pension package is compulsory, including the accompanying personal contribution;
  • You are or will become an inhabitant of the Caribbean Netherlands.
