The CN Guardianship Council is looking for a: Child support coordinator for the term of 2 years
Job description
The Guardianship Council plays an important role when it comes to child support. If parents are unable to make the necessary agreements, the Guardianship Council can mediate and advise the court on the amount of child support that needs to be paid. Although the Guardianship Council is then responsible for ensuring that these funds are collected and paid out, the Belastingdienst is entrusted with the operational side of things. As a child support coordinator, you will manage the child-support process on Bonaire, as well as remotely for clients on Saba and Sint-Eustatius.
You will also maintain close contact with the Belastingdienst with regard to the status of proceedings and you will provide the correct input. You will work closely with your child support colleague, the legal expert and the operations adviser. You will answer to the (deputy) director of the Guardianship Council.
Duties and responsibilities
As a coordinator you will be responsible for:
- Daily coordination of the activities of the child support officers; formal management of the staff lies with the Head of the Guardianship Council;
- identifying, as a member of the project team, current delays in child support payments for reporting purposes.
- carrying out detailed assessments of operational capacity, problems and the need for support;
- checking and updating existing processes (from the submission of a child support request to the implementation of measures against defaulters) and for incorporating a reporting function in the process which allows for proactive action, including a description of how this is monitored;
- making sure that the above process is applied to child support requests so that no waiting lists arise;
- analysing what a reasonable turnaround time is for processing requests and then issuing a decision;
- optimising the child-support process from an ICT perspective (possibilities for linking information from the current digital system to the collection process);
- supporting the (re)structuring of the Guardianship Council’s collection process;
- supporting the implementation of (retroactive) indexation in child-support calculations (adjustment of current process/computation model);
- drafting reports for the director on figures relating to, for example, the status of payments, etc;
- the timely engagement of, and transfer of bailiff cases to, the legal adviser;
- careful dossier creation and the keeping of orderly records;
- implementing wage seizure measures via employers as necessary.
The organisation
Every child is entitled to grow up in a healthy and safe environment. That right is laid down in the United Nations Convention on the Rights of the Child. Parents have primary responsibility in this respect. However, parents are sometimes unable to take this responsibility sufficiently, despite receiving assistance. If there are serious concerns about how a child is growing up and being raised, the Guardianship Council can be asked to intervene. The Guardianship Council then investigates and advises on the best situation or solution for the child in question. These investigations relate to civil and criminal law. Child support and the implementation of ‘HALT’ measures are also core tasks of the Guardianship Council. The Guardianship Council has branches on each island, with the largest being located on Bonaire. Its work is commissioned by the Ministry of Justice and Security and it is tasked with protecting children (similarly to the Child Care and Protection Board in the Netherlands).

Job requirements
- You possess an MBO-4 level of thinking and working
- You have management experience.
- You have experience with providing services and with engaging with clients.
- You have experience with administrative and/or financial duties.
- Some legal knowledge would be a definite asset.
- You have a good command of spoken and written Dutch, English and Papiamento, or are willing to learn these languages as soon as possible.
- Knowledge of, and affinity with, Bonaire St. Eustatius and Saba would be a definite asset.
What do we offer?
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in initial salary scale 9 and job salary scale 10, monthly of at least $ 3.121,- and at most $ 4.644,-, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday pay (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- A vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours for a working week of 36 hours per week;
- A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
- A relocation scheme for candidates who respond from outside the island.

Appointment requirements
- A Certificate of Good Conduct (VOG);

- The salary is in American dollars; the official currency of the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
