RCN is taking new steps in the development of the entire organisation. In this context, a training academy for the Caribbean Netherlands is being launched, among other things. The Academy is organisationally placed under the Director of Rijksdienst Caribisch Nederland and managed by the Programme Director Continued Development RCN.

Job description

As adviser of the CN Academy, you strengthen the team in the development and implementation of education & training courses. You are an important conversational partner in the field of development of civil servants in the Caribbean Netherlands. You advise managers, training coordinators, and HR advisers in the area of professional development of function groups and teams. You then translate this advice into a concrete form of learning, e.g. a training course, theme meeting, training programme or coaching. In addition, you make sure that the practical organisation is carefully transferred to your colleague from the planning & organisation of CN Academy.
In addition to retrieving and advising on training questions, you are also skilled in drawing up a central training offer for the civil servants in the Caribbean Netherlands. You possess strong communication skills, you are experienced in communication, proactive, and effectively involve stakeholders at different levels.

In short, you are the focal point for the design, implementation, and evaluation of effective forms of learning. You also play a supporting role in projects aimed at training and development, e.g. Talent Development Programmes. You are a team player, a connector, and sparring partner who can work together at all levels and who is able to create support and get people moving.

Your professional efforts and work largely determine the prestige and success of the CN-Academy. You contribute to the continued development of the CN Academy team and you have a clear vision on the quality of training & development.

The team

The CN Academy started operations on the 1st of March 2024. In the second quarter of 2024, we will start offering the first training courses. In addition, we expect tailor-made requests from departments and other stakeholders. 
You will work in a small, enthusiastic, and driven team consisting of the Quartermaster, Management Support Officer, and Planning & Organisation Officer. Due to the stage CN Academy is in, there is plenty of room for pioneering and taking your own initiatives. This can, consequently, also be entrusted to you.

Your activities

  • Providing insight into issues relating to training & development and, where necessary, translation into a tailor-made training activity or a central training offer for the CN Academy;
  • Being an internal and external point of contact for the training offer, both tailored and centralised;
  • Contributing to the structure and organisation of CN Academy;
  • Being a point of contact and sparring partner at a practical and strategic level;
  • Selecting and matching suppliers (e.g. trainers, coaches, speakers) with the training demand;
  • Monitoring and directing training programmes in general;
  • Transferring preferences and requirements clearly internally for the practical planning & organisation of training activities (e.g. a training course, workshop, inspiration session, theme meeting, intervision);
  • Evaluating, analysing, and adjusting training activities where necessary;
  • Proactively liaising with clients, participants, and trainers;
  • Monitoring the invoicing / passing on;
  • Structurally and proactively coordinating with CN Academy colleagues.

The Rijksdienst Caribisch Nederland

The Rijksdienst Caribisch Nederland (RCN) is the organisation within which the Central Government has been collaborating in the Caribbean Netherlands since 2010. Various Ministries, and associated implementing organisations, work together within the RCN. These include Social Affairs and Employment (SZW), Education, Culture and Science, the Belastingdienst, the IND, police, fire department, and border control. This work is done from Bonaire, St. Eustatius, and Saba, special municipalities within the Kingdom. RCN is the organisation that unites the services in pursuit of their common objective(s).

Job requirements

  • Professional and intellectual ability at the level of Higher Professional Education (Hbo); preferably a completed Higher Professional Education (HBO) training with specialisation in Training & Development, Educational Sciences, HRM, Pedagogy, and/or Organisational Sciences;
  • Extensive and demonstrable experience in a similar role;
  • Experience in the development, implementation, and advice of training and development policy;
  • Affinity with the region, and experience in working in a Caribbean context;
  • Excellent command in the spoken and written word of the Dutch language; command of Papiamento and other languages is much preferred;
  • Feeling for relationships within an administrative organisation;
  • Situationally aware thinking and acting.

What do we offer?

  • A temporary appointment in accordance with the BES Civil Servants Legal Status Decree for a term of one year, with a possibility of renewal for another year;
  • A competitive salary in job salary scale 11 (gross monthly of at least $ 4,050.00 and at most $ 5,240.00), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday allowance in the month of May (8.33% of the remuneration);
  • End-of-year bonus in the month of November (8,33% of the remuneration);
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 168 holiday hours for a working week of 36 hours per week.
  • A relocation scheme for candidates who respond from outside Bonaire.

Appointment requirements

  • A Declaration of No Objection (VGB);
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands; 
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,242.00- in 2024) will be taxed at a rate of 30.4% in payroll tax; 
  • Participation in the pension fund is mandatory, including a personal contribution to it; 
  • You are or will become a resident of the Caribbean Netherlands.
