Job description

As a Social Security Officer, you ensure that calculations and application regarding the AOV/AWW and wage loss compensation are processed correctly and carefully. You are the point of contact for citizens and employers and you contribute to improvements in legislation and regulations.

Job responsibilities

  • You are the face at the counter for citizens who have questions about the AOV/AWW.
  • You check and verify requested time periods and conduct home visits where necessary.
  • You calculate and revise pension amounts to make sure everything is correct.
  • You work closely with the Civil Affairs Department for the further processing of applications.
  • You solve problems that arise during checks and calculations, including in special situations.
  • You process and book monthly movements and you provide for correct payments.
  • You identify bottlenecks in the daily practice and you suggest areas for improvement.
  • You actively think along about the application of changing legislation and regulations.
  • You contribute to knowledge transfer, including on the Windward Islands.
  • You perform user acceptance tests in order to optimise processes.

The organisation

The Social Affairs and Employment (SZW) Unit of RCN falls directly under the ministry of the same name in The Hague. The SZW Unit is committed to and monitors safe, healthy, and fair working situations. The unit also pays social security benefits on behalf of the ministry to contribute to the socio-economic security for the elderly, parents, and people who are temporarily unable to work due to illness or pregnancy, for example. There is also the social relief benefit to contribute to the socio-economic security for residents in financial distress. The SZW Unit works towards a dignified existence for everyone in the Caribbean Netherlands.

Job requirements:

  • You have an education at, at least, level 4 of Senior Secondary Vocational Education (MBO);

  • You have knowledge of the relevant legislation and regulations and related procedures;

What do we offer?

  • A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
  • A competitive salary in preliminary scale 7 or salary scale 8(of at least $ 2.436, - and at most $ 3.806, - per month),  in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality Allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a full-time employment (36 hour) per year;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
  • A relocation package for candidates who react from outside Bonaire.

Procedure

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG); A medical examination;
  • A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
