Job description

As a Social security lawyer, you have substantive expertise in the area of social security law and you can translate this expertise to the implementation level. You advise the management on legal aspects of policy, new and upcoming legislation and regulations, and issues identified in the implementation of the various schemes for which the unit is responsible. From time to time you provide information sessions for colleagues and, where necessary, for partner services and other parties concerned outside the Unit. You are also responsible for the collection and processing of information for the benefit of annual reports.

Duties and responsibilities 

  • You serve as a subject matter expert on legal matters;
  • You provide for the (further) building, propagation, and safeguarding of legal knowledge of the legislation and regulations to be implemented by SZW-CN;
  • You advise the unit management on legal aspects and issues in the context of the legislation and regulations to be implemented;
  • You have a proactive input in drafting policies and work instructions;
  • You provide for the transfer of knowledge to employees by advising, guiding and supporting them on legal aspects of implementation tasks;
  • You coordinate the establishing of management and four-monthly reports;
  • You proactively follow relevant developments in the field of SZW-CN and you advise the unit management on issues relevant to them and signals from society.

Organisation

The Social Affairs and Employment (SZW) unit implements the social security for the Caribbean Netherlands. In addition, SZW is responsible for the labour inspection CN, work permits, labour matters, and Plenchi di Trabou. A total of about 55 employees work at the SZW Unit, 6 of whom work on Saba and St. Eustatius. There are many developments in the social domain and the remit of the unit is expanding. Among others, a childcare scheme, an Unemployment Act CN, and amendments to the labour legislation are implementation schemes that, depending on political decision-making, will be implemented by the Unit SZW in the foreseeable future. The SZW unit works towards a dignified existence for everyone in the Caribbean Netherlands.

Job requirements 

  • Completed University Education (WO) or Higher Professional Education (HBO) in Jurisprudence / Law;
  • Knowledge of the social security legislation and regulations in the Caribbean Netherlands (CN). Knowledge of the differences and correlations with the social security law in the European Netherlands is preferred;
  • Affinity with the CN and insight into the context in which SZW-CN operates;
  • Command of Dutch and Papiamento, and preferably also English and Spanish, in the written and spoken word.

What do we offer?

  • A salary in conformity with the market, in initial salary scale 11 and job salary scale 12, monthly of at least $ 4,050.00 and at most $ 5,920.00 in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • A 13th month, 8.33% of the salary, with a minimum of $ 1,750.00;
  • Holiday pay, 8.33% of remuneration;
  • A proper pension plan administered by PCN;
  • Internal training opportunities;
  • 168 holiday hours (based on a 36-hour working week);
  • A temporary appointment for one year, with renewal options if it clicks from both sides.

Appointment requirements

  • Submission of a Certificate of Good Conduct (in Dutch: Verklaring Omtrent het Gedrag, abbreviated as VOG) and a medical examination are required;
  • Dutch citizenship is a requirement;
  • In case of matching suitability, internal candidates will be preferred over external candidates;
  • In case of matching suitability, candidates currently already living in Bonaire will be preferred over candidates living in the European Netherlands.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands; 
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($20,242 in 2024) will be taxed at a rate of 30.4% in payroll tax; 
  • Participation in the pension fund is mandatory, including a personal contribution to it; 
  • You are or will become a resident of the Caribbean Netherlands.
