Job description

As Senior data management adviser, you will feel perfectly at home in the field of data management. You will play a crucial role when developing and embedding the data management strategy. You will be responsible for analysing and interpreting data in order to obtain valuable insights for supporting the decision-making process. You must be able to use your experience and analytical skills to analyse organisational issues and convert them into clear and convincing reports and dashboards for the organisation. You must be able to transform information-related needs into data- requests, and create valuable management and monitoring information.

You know how to motivate the organisation to become a more data-driven organisation. You are able to help the organisation to establish a data strategy and to incorporate this strategy into the overall organisation strategy. And you also know how to practically translate the data strategy into tactical and operational activities that contribute to resolve relevant issues. In addition, you are able to offer the required support in this.

With your knowledge, you know how to enthuse and inspire people. You are able  to express complex ideas in a simple way and narrow the gap  between business and data.

Responsibilities

  • You will play an important role in the transition towards a data-driven organisation;
  • You will be given the  freedom to be a front-runner in data innovations; 
  • You will be familiar with the organisation's entire data spectrum, bridging the gap between data & control and IT, as well as between the domain of data and the rest of the organisation;
  • As senior adviser, you will help to create data-driven awareness within SZW, and ensuring better services for our customers.

The organisation

The Social Affairs and Employment (SZW) unit of RCN implements the social security for the Caribbean Netherlands. In addition, SZW is responsible for the labour inspection CN, work permits, labour matters, and jobcentre Plenchi di Trabou. A total of about 55 employees work at the unit, 6 of whom work on Saba and St. Eustatius. There are many developments in the social domain and the remit of the unit is expanding. Among others, a childcare scheme, an Unemployment Act CN, and amendments to the labour legislation are schemes that, depending on political decision-making, will be implemented by the Unit SZW in the foreseeable future. The SZW unit works towards a dignified existence for everyone in the Caribbean Netherlands.

Job requirements

  • Hbo/wo-level professional and academic mindset in a quantitative field;
  • At least 3 years’ relevant work experience as data specialist;
  • Extensive experience with data analysis and statistics, and experience with SQL and Power BI;
  • Demonstrable experience in organisational, process-based and/or professional coordination;
  • You are capable of translating strategic goals into practical activities, and can effectively take the step between strategy and execution;
  • Verbal and written communication skills;
  • A complete overview: you bring people together and focus on cooperation.

What do we offer?

  • Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES Legal Status Decree for Civil Servants);
  • A salary in conformity with the market, in initial salary scale 10 and job salary scale 11, between USD 3.578,- and USD 5.319,- per month, based on a working week of 36 hours;
  • Assignment to a pay scale based on knowledge and experience; It is important to mention that the job includes a new evaluation;
  • Holiday bonus (8.33% of theannual income);
  • A 13th month (8.33% of the annual income);
  • Vitality Allowance;
  • A proper pension scheme administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 hours of leave based on a working week of 36 hours;
  • Temporary appointment for one year, with a view to permanent appointment after effective performance and positive appraisal;
  • A relocation scheme for candidates responding from outside the island.

An assessment, case and/or reference check may be part of the procedure.
The following order is considered in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution to it);
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
