Organisation

The SZW Unit is the implementing organisation of the Ministry of the same name in the Caribbean Netherlands. We work towards a dignified existence for all citizens in the Caribbean Netherlands. One way we do this is by providing important benefits like the (special) social relief, AOV and Child Benefit. But also with our work on Employment matters, Wage Loss, Labour Inspectorate, and work permits. With the arrival of many new and changing policies, the organisation is in a period of transition, in which we are working to strengthen the implementation and the (further) improvement of the social system in the Caribbean Netherlands.

Job description

As the Enforcement and Compliance Manager, you are responsible for the development, implementation, and maintenance of effective processes for supervision, enforcement, and compliance. Both externally focused (labour inspectorate, administrative fine) and internally focused (legal affairs, objections and appeals, and recovery and collection). You lead a diverse number of teams focused on the handling of customer cases of a legal and enforcement nature. This includes recovery and collection, employment affairs, labour inspectorate, legal affairs, objections and appeals, and supervision and enforcement. You are responsible for the optimisation and streamlining of processes and the provision of customised solutions for complex issues.

You work closely with your fellow MT members, including the Operations Manager who is responsible for the payment of social schemes, the IT Manager, and the Programme Manager who is responsible for new policies and projects. You report directly to the head of service.

Why this role is important to the organisation:

This is a new position, which will include new topics yet to be set up. Why was this position developed? We consider this role essential to the safeguarding of the integrity of the organisation and compliance with statutory obligations. The organisation is in a transition phase, where there is going to be more focus on issues like monitoring, enforcement and, for example, recovery and collection.

What are you going to do?

  • (Partly set up) and lead teams (and team leader) dealing with recovery, collection, employment affairs, labour inspectorate, legal matters, objections and appeals, supervision and enforcement.
  • Ensure compliance with legislation and regulations in all processes within the unit and the enforcement of the legal frameworks.
  • Develop and implement policies in various areas.
  • Develop and optimise processes to implement legislation and regulations in a correct and customer-oriented way, with an eye for the various target groups.
  • Be a point of contact for internal and external stakeholders in case of legal and enforcement issues.
  • Work with fellow managers to ensure smooth integration and concurrent processes and projects.
  • Ensure operational coordination between different departments and teams (legal, financial, operational).
  • Report on the progress of legal and enforcement cases to the management.

Job requirements

  • Your intellectual and professional level is academic;
  • You have demonstrable experience in a managerial position;
  • Experience working in an implementing organisation or public sector is preferred;
  • You have affinity with the political-social and Caribbean context in which the SZW Unit operates;
  • Leadership qualities and experience in motivating and coaching a team;
  • Strong communication skills and ability to explain complex issues clearly to different stakeholders;
  • You have spoken and written command of Dutch, and preferably English, Spanish, and Papiamento.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit Ambtenaren BES (BES Civil Servants (Legal Status) Decree);
  • A competitive salary in preliminary scale 12 and salary scale 13 (of at least $ 4,801,- and at most $ 6,785,- per month), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • End of year bonus (8.33% of the annual income);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

The following order is taken into account in the selection:

  • Official RCN staff on the BES Islands (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution);
  • Dutch citizenship

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income exceeding the tax-free amount of $21,373 in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%. In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
