Job description

The Social Affairs and Employment (SZW) Unit of the RCN is modernising its application landscape in the period 2026–2028. In this way, the SZW Unit is preparing for the future and aligning itself with the requirements imposed on modern information provision and management. This multi-annual change assignment contributes directly to the improvement of the services provided by the SZW Unit and is of great importance for the implementation of social security in the Caribbean Netherlands.

As the Implementation Manager, you are responsible for the implementation of the new work processes and the supporting ICT systems. You work closely with the regular IV/ICT team of the SZW Unit and with the Application Landscape Modernisation Programme (MALS) of the SZW Unit, which develops the software.

In this position, you are dealing with a multitude of actors, including the SZW Unit of the RCN, the MALS programme, the Rijksdienst Caribisch Nederland, the Shared Service Organisation CN, the Ministry of SZW in The Hague, and various chain partners. You are the strategic link that knows how to manage this complex field of forces in order to make the implementation a success. You are the driving force behind the change process and the user adoption, successfully realising all aspects of the implementation.

Job responsibilities

  • You are responsible for the structured, successful and sustainable commissioning of new applications.
  • You report to the MALS Programme Manager (the change assignment is a (sub)project under the MALS programme).
  • Hierarchically, you report to the Head of Service of the SZW Unit.
  • You establish an effective project structure and manage it.
  • You monitor the scope, objectives, milestones, schedule, budget and resource requirements of the project.
  • You coordinate the various sub-areas within the project and ensure effective collaboration.
  • You ensure that risk management is in place, including the mitigation of potential risks.
  • You ensure effective communication and information provision to all relevant stakeholders, both internally and externally.
  • You will develop a concrete training strategy that aligns with the learning culture and local context of the SZW Unit.
  • You are responsible for creating, coaching and maintaininga network of key users.
  • You work closely with the key stakeholders in the European Netherlands (The Hague) and the Caribbean Netherlands.

The organisation

The Social Affairs and Employment (SZW) Unit implements the social security for the Caribbean Netherlands. The Unit works towards a dignified existence for all citizens in the Caribbean Netherlands. One way it does this is by providing important benefits like the (special) social relief, AOV and Child Benefit. But also with work in the area of Employment Affairs, Wage Loss, supervision (Labour Inspectorate), and work permits. With the arrival of many new and changing policies, the organisation is in a period of transition, in which work is carried out to strengthen the implementation and the (further) improvement of the social system in the Caribbean Netherlands.

Job requirements

  • Intellectual and professional ability at the level of Higher Professional Education (HBO) or University Education (WO) ;
  • At least five years of experience as an Implementation Manager or a comparable position within implementation organisations (preferably within the government);
  • Experience with the deployment of a Shared Service Organisation;
  • Demonstrable experience with the cooperation in multidisciplinary teams for the implementation of (Agile) developed software and external suppliers;
  • Demonstrable knowledge of and experience with change management and user adoption;
  • Knowledge of an experience with the social security domain (or comparable);
  • Knowledge of and experience with Common Ground is preferred;
  • Excellent oral and written communication skills, both in Dutch and in English;
  • Ability to think strategically with a result-driven, pragmatic implementation power;
  • Strong in stakeholder management;
  • Sensitivity to the cultural context and diversity within the Caribbean Netherlands.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in job salary scale 12 a gross monthly salary between a minimum of 5.065,- and a maximum of $6.339,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment for the duration of the project through 2028, with the possibility of an extension;
  • A relocation scheme for applicants not living in the island.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
