Job description

As a General Officer on Saba, you not only contribute to the implementation of social insurances and labour affairs, but also to the strength of a small community. Your commitment ensures that residents receive the support and information they need. Because you often work alone in the office, it is important that you are able to make decisions independently and have a strong sense of responsibility.

The work on Saba is multifaceted. In addition to handling applications and conducting client interviews, you also assist with the case load of Bonaire and St. Eustatius. Together with your colleagues on the other BES islands, you form a close-knit team that supports and strengthens each other. This requires flexibility and an affinity with the Caribbean region.

With a population of approximately 2,000 people, Saba is a warm and close-knit community where your work is immediately visible and meaningful. As many clients speak Spanish, proficiency in Spanish is an important advantage.

Job responsibilities

  • You are responsible for the correct handling of applications relating to social insurances, social services, work permits and labour affairs;
  • You handle the intake of new clients;
  • You carry out (re-)assessments of existing clients receiving a social relief benefit, and for new applications for Old Age Pension (AOV) and Widow and Orphans Act General Insurance (AWW), you verify client data at the Civil Affairs Department.
  • You answer general questions and, in the event of (special) circumstances, also provide information to clients;
  • You are responsible for file creation and archiving and keep track of changes in the SZW applications; 
  • You handle questions from employers and employees regarding labour legislation;
  • You safeguard the quality of the work performance and mediate in disputes between employers and employees; 
  • You maintain contact with chain partners.

The organisation

The Ministry of Social Affairs and Employment (SZW) administers the social security for the Caribbean Netherlands, under the direct supervision of the department in the Netherlands. To this end, a separate unit was set up, which, under the leadership of the unit head, is responsible for the implementation of AOV, Social Relief, AWW, Labour Inspection, Labour Affairs, Loss of Wages and the granting of Work Permits.

Job requirements

  • Your intellectual and professional ability is at level 4 of Senior Secondary Vocational Education (MBO-4) (preferably administrative legal);
  • You have knowledge of the working domain of SZW-CN and (broadly speaking) of the social insurance legislation and regulations to be implemented by SZW-CN;
  • Good command of English and Dutch is required, command of Papiamento and Spanish is preferred.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 7 and job salary scale 8 (a gross monthly salary between a minimum of $2,436.00 and a maximum of $3,806.00), based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the remuneration);
  • A13th month (8.33% of the annual income);,
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Terms of appointment

  • A Certificate of Good Conduct (in Dutch: Verklaring Omtrent het Gedrag, abbreviated as VOG);
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Important information for interested applicants living outside the Caribbean Netherlands

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
