As an experienced Functional Manager, you are an important link between business and IT. You are driven and know what your field requires and entails. You are ready to make an impact in a rapidly changing environment within the social domain. You will become a member of a developing management team and will work closely with your colleagues within the Information Management department.
What will you be doing?
- You will be advising the business and translating needs into stable, future-proof IT solutions.
- You will be the main point of contact when it comes to the continuity and reliability of the information systems.
- Together with the team, you will be responsible for the continued development of the unit’s area of expertise from a quality perspective.
- You will manage and optimise multiple applications and help build a new application landscape.
- You will coordinate functional tests, monitor how systems operate and structurally resolve malfunctions.
- You will work on process design and improvement in accordance with the Business Information Services Library (BiSL) model.
- You will be the point of contact for users, suppliers and project teams.
- You will be responsible for documentation, user procedures and compliance.

Organisation
The SZW unit is the implementing organisation of the ministry with the same name in the Caribbean Netherlands. Its aim is to achieve a decent standard of living for all residents of the Caribbean Netherlands. One way we do this is by providing key benefits such as (special) social relief, old age pensions and child benefit. However, our work also covers labour issues, loss of pay, the Labour Authority and work permits. The implementation of many new and changing policies means that the organisation finds itself in a period of challenging transition, during which we are working to enhance the implementation and the (continued) improvement of the social system in the Caribbean Netherlands.

Job requirements
- You have been educated to at least higher vocational education level (HBO) and have a number of years of experience in the role of Functional Manager.
- You have experience with translating processes, wishes and requirements into application and system solutions.
- You have knowledge of, and experience with, developing and managing information systems (BiSL model).
- You are familiar with project and process management (e.g. PRINCE2/Lean).
- You are an excellent communicator.
- You have a good command of Dutch and English, while a command of Papiamentu would be a definite asset.
What do we offer?
- A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for salary scale 10 of at least $ 3.578, - and at most $ 4.865, - per month), in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- A vitality Allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a full-time employment (36 hour) per year;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
- A relocation allowance for candidates who react from outside Bonaire.

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements

A Certificate of Good Conduct (VOG); A medical examination;

A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;

Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
- You are or will become a resident of the Caribbean Netherlands.
