As an Employment Permit Officer, you will be responsible for a broad range of tasks focused on the assessment and handling of applications for employment permits. Your tasks will include:

  • Providing information and advice to clients on procedures relating to applications, extensions, or amendments of employment permits.
  • Examining submitted application details against current working agreements, rules, implementation policy, and legislation.
  • Assessing applications and monitoring the availability of the local labour supply.
  • Maintaining contact with employers and government agencies, such as the public bodies, to ensure accurate assessment.
  • Handling client enquiries and complaints in a customer-oriented manner.
  • Monitoring and improving the quality, reliability, and security of the service provision.
  • Maintaining records and preparing reports to support management information and quarterly reports.
  • Contributing to the development, organisation, and improvement of systems, work processes, and methodologies.
  • Identifying areas for improvement in legislation based on practical experience.
  • Drafting inspection briefs for the Labour Inspectorate.
  • Carrying out user acceptance testing for new systems and processes.

About the organisation

The Social Affairs and Employment (SZW) unit delivers social security for the Caribbean Netherlands. In addition, SZW is responsible for labour inspection, employment permits, labour relations, and Plenchi di Trabou (Job Centre). There are approximately 55 employees within the SZW unit, 6 of whom are based on Saba and St Eustatius. There are many developments in the social domain, and the organization's responsibilities are expanding. Among other things, a childcare scheme, the Unemployment Act (Werkloosheidswet), and amendments to employment legislation are implementation regulations that, depending on political decision-making, will be implemented by the SZW unit within the foreseeable future. The SZW unit works towards a dignified existence for everyone in the Caribbean Netherlands.

Your qualities:

  • MBO 4 level competence.
  • Knowledge of the BES Foreign Nationals Employment Act and the associated procedures for applying for employment permits.
  • Good knowledge of the assessment criteria for processing applications and the granting or refusal of employment permits.
  • Ability to assess the accuracy (and content) of employment permit applications from various perspectives.
  • Skill in dealing with employers and public bodies to obtain and exchange information necessary for assessment.
  • Proficiency in Dutch and preferably in English, Spanish, and Papiamentu, both spoken and written.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit Ambtenaren BES (BES Civil Servants (Legal Status) Decree);
  • A competitive salary in preliminary scale 6 or salary scale 7 (of at least $ 2.132,- and at most $ 3.289,- per month), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday allowance (8.33% of remuneration);
  • A thirteenth month (8.33% of remuneration);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on the BES Islands (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination;
  • Dutch citizenship

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;

  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21,373 in 2025 will be taxed at a rate of 30.4%;

  • You are or will become a resident of the Caribbean Netherlands.
