Job description
As a senior HR consultant you will be a strategic and tactical sparring partner with unique knowledge of the (HR) aspects that play a role in the ambitions (for change) of the designated department or authority. By combining HR expertise and business you will help your department or authority to operate to the best of its ability. You will be involved in discussions at various levels. One minute you will be in a meeting with the management team (MT) where you advise on issues such as sustainable employability. Next, you will effortlessly move on to a conversation with a manager who is facing a complex problem relating to the structure or staffing of their department. You know how to make the transition to the HR tools you need to provide sound advice and a solution. You will work on the basis of (sometimes unclear) frameworks and engage proactively in order to identify opportunities, risks, problems, wishes and/or needs.
This means making good use of your excellent communication skills and all-round knowledge. Your capacity to ask critical questions and your inquisitive nature, clear advice and positive thinking will enable you to fulfil your role to the best of your abilities.
As a senior HR consultant, you will be responsible for preparing decision-making in relation to the development and implementation of processes. Another of your tasks is to collaborate with employers on policy issues. Your job will involve working on development and change.
Organisation
The National Office for the Caribbean Netherlands (RCN) is the link between all the operational services of the ministries present on Bonaire, St. Eustatius and Saba. Each ministry is itself responsible, in terms of content, for introducing and implementing its own policies. To ensure proper execution and support, they rely on the Shared Service Organization (SSO CN) of the National Office for the Caribbean Netherlands. SSO-CN provides support in the field of operations, personnel and organisation, procurement and finances, facilities, ICT and communication.

Job requirements
- As a minimum you have a degree at higher vocational/university level (for example in HR at higher vocational level, supplemented by further training or a university degree, preferably in the field of human resource studies, work or organisational psychology, or another relevant degree programme (organisational/change management).
- You have plenty of all-round experience in a similar HR consultancy role.
- You are experienced in working in a changing environment, preferably within a municipal or government institution.
- You are able to adopt a helicopter view of the situation you are acting in as a Shared Service Organisation consultant and are able to anticipate this based on your high level of expertise.
- You are able to interact at various levels in a complex political-administrative organisation.
- You have the qualities which are needed to connect parties and you thrive as a team player and know how to play a leading role in that context.
- You take initiative and are able to coordinate in order to put forward proposals for improvements so that a joint solution can be found.
- You have experience with properly identifying conflicting interests and know how to deal with these appropriately and you are able to provide (binding) advice.
- You are aware of the diversity within the labor organization and the political relations.
- You have up-to-date knowledge of (current) legislation and regulations which apply to HR within government in the field of labour law, absenteeism and terms and conditions of employment.
- You have experience of working in a Caribbean context.
- You have excellent verbal and written communication skills in Dutch, English and preferably Papiamento.
What are we offering?
- A job in accordance with the BES Legal Position of Civil Servants Decree (Rechtspositiebesluit ambtenaren BES).
- A competitive salary, in preliminary salary scale 11 and job scale 12 (a gross monthly salary of at least $ 4.050,-- and a maximum of $ 5.920,--) based on a working week of 36 hours. Job scale allocation will take place on the basis of knowledge and experience.
- Holiday pay (8.33% of the annual income).
- A thirteenth month (8.33% of the annual income).
- A vitality allowance;
- A pension scheme with the Caribbean Netherlands Pension Fund (Pensioenfonds Caribisch Nederland, PCN).
- 182 holiday hours based on a working week of 36 hours.
- A temporary appointment for a year, with the prospect of a permanent appointment in the event of good performance and a positive assessment result.
- A relocation scheme for candidates who are not resident on the island.

- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);

- A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution to it);
- Dutch citizenship.

- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
- You are or will become a resident of the Caribbean Netherlands.
Appointment requirements
- A Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG).
- A medical assessment in order to be admitted to the pension fund.
- Dutch citizenship.

- The salary is in American dollars, which is the official currency in the Caribbean Netherlands.
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free amount ($ 20,424.00 in 2024) is subject to wage tax of 30.4%.
- Participation in the pension fund is mandatory and includes a personal contribution.
