Job Description

As a system administrator, you will maintain the ICT infrastructure based on HPE equipment, utilizing VMware as the virtualization platform and Microsoft Windows servers. The virtual servers support the business applications used by Rijksdienst Caribisch Nederland. Additionally, approximately 950 workstations are managed across more than forty locations, spread across the three islands of Bonaire, St. Eustatius, and Saba. The applications used on the servers include standard business process software, office automation tools, and custom-built applications. You will carry out tasks, ensure proper documentation, and improve workflows wherever possible.

As a system administrator, you will work in a small team of specialists that is part of  a larger group of device, network and application management colleagues. Team members share tasks and are expected to work closely together. Affinity with and some knowledge of Bonaire is important, so please address this in your cover letter.

Tasks

  • You will manage the business application infrastructure and ensure availability (servers, storage, exchange and supporting applications);
  • You will perform backup and restore procedures;
  • You will assign authorizations and secure systems based on requirements and guidelines in consultation with the security consultant and security coordinator;
  • You will perform audits to provide insight into system functioning and risks;
  • You will resolve incidents and flagged issues and investigate structural solutions;
  • You will schedule and implement changes to existing equipment or new infrastructure based on the change process plan;
  • You will service and repair equipment;
  • You will supervise and direct supplier employees in the delivery and maintenance of equipment;
  • You will work with other teams on the clear organisation of the computer rooms;
  • You will inform other team members of the standards and requirements for server and peripheral delivery;
  • You will maintain documentation of systems and practices;
  • You will work with other parties to build and maintain Rijksdienst Caribisch Nederland’s architecture infrastructure, harnessing your knowledge of market developments and customer needs & wishes;
  • You will participate in projects.

Organization

The Rijksdienst Caribisch Nederland (RCN) is the link between all executive services of ministries present on the islands of Bonaire, St. Eustatius and Saba. Each ministry is responsible for introducing and implementing its own policies. For proper implementation and support, they call on the Shared Service Organisation (SSO-CN) of the Rijksdienst Caribisch Nederland. SSO-CN provides support in the areas of operations, personnel & organisation, procurement & finance, facility management, ICT and communications.

The ICT department provides a single shared ICT infrastructure for the information services of these various departments. The department consists of the following subdepartments: systems management, operational technical application management, network management and workplace management. The department has contacts both within the organisation and with external parties.

Job Requirements

  • You have an HBO degree or equivalent;
  • You have experience in HPE, VMware vSphere, Microsoft Windows Server, Microsoft SQL Server and Powershell;
  • You have knowledge of and experience with Microsoft Active Directory Exchange Server, Microsoft Cloud, Veritas NetBackup.
  • ITIL foundation, prince2 foundation;
  • You are fluent in spoken and written Dutch and English and technical English, Papiamentu is a plus;
  • The servers primarily run on Microsoft 2016 and above, so knowledge of these technologies is a requirement;
  • You have a proven track record of independent work and work well with various disciplines;
  • Experience working in a multicultural environment is a plus;
  • You should be enterprising, a confident decision-maker and able to provide well-founded advice.

What do we have to offer?

  • An appointment as per the BES Civil Servants Legal Status Decree;
  • A competitive salary at entry level 9 and job scale 10 (gross monthly salary between $3,121 and $4,644), for 36 hours a week. You will be given an appropriate pay grade based on knowledge and experience;
  • Holiday allowance (8.33% of remuneration);
  • End-of-year bonus month (8.33% of remuneration);

  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;

Procedure

An assessment (potentially a partner assessment), case, and reference screening are part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on the BES Islands (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external).

Appointment requirements

  • A Certificate of Good Conduct;
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary will be paid in U.S. dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income exceeding the tax-free amount of $21,373 in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%. In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
