Job description

As a Senior Controller, you contribute to effective and targeted business operations across the organisation. You provide solicited and unsolicited advice in the area of financial control. You also coordinate the P&C cycle, provide support in the area of risk management, and ensure the establishment and implementation of the budget for SSO CN.

As a Senior Controller, you are responsible for the collection of information and the preparation and explanation of management reports (including the annual plan and annual report) to the board and departments. 

You contribute to the implementation and progress of the internal P&C cycle through the use of tools and reports. You evaluate and identify bottlenecks and opportunities for improvement in the cycle, the tools and the reports. You develop tools, prepare decision-making and implement changes. 
You have an eye for trends and risks, draw up forecasts and coordinate audit activities. Within the organisation, you build strong relationships and ensure that financial insights are translated into forward-looking actions. 

In addition, you support departments in the strengthening of their control ability. You advise on the goals to be achieved and how they can be monitored. Where necessary, you provide advice on interventions and control measures. You report directly to the head of service.

The organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between the executive services of the Ministries present on the islands of Bonaire, St. Eustatius, and Saba. Each Ministry is itself substantively responsible for the introduction and implementation of policies of its own Ministry. SSO CN is a shared service organisation and provides business operations and support in the area of Personnel & Organisation (P&O), Procurement, Facility Management, ICT, Finance, and Communication for all active departments in the Caribbean Netherlands.

Job requirements

  • You have a university degree relevant to the position;
  • You have knowledge of planning and control;
  • You have at least five years of experience as an adviser at MT level;
  • You have knowledge of the financial management within the Dutch Central Government;
  • You have knowledge of support processes in the area of Personnel, IT, Organisation, Procurement, Finance, General Affairs, Communication and Accommodation (PIOFACH);
  • You are a connecting force and take a proactive stance. 

What do we have to offer?

  • An appointment as per the BES Civil Servants Legal Status Decree; 
  • A competitive salary at entry scale 12 / job scale 13 with a range of a minimum of $4,801 and a maximum of $6,785 per month for a 36-hour work week. Salary placement will occur based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • End-of-year bonus month (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

An assessment (potentially a partner assessment), case, and reference screening are part of the procedure. The following order is taken into account in the selection:

  • Official RCN staff on the BES Islands (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external).

Appointment requirements

  • A Certificate of Good Conduct;
  • A medical examination for admission to the pension fund;
  • Dutch citizenship. 

Good to know for non-CN candidates

  • The salary will be paid in U.S. dollars, the official currency in the Caribbean Netherlands; 
  • The Caribbean Netherlands has its own tax regulations. Income exceeding the tax-free amount of $21,373 in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%. In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
