Job description

As a procurement advisor you will work independently to bring (European) tenders to a successful conclusion. You will not do this on your own, but in collaboration with buyers. Together with the financial department you will ensure that the process from procurement to invoice settlement takes place professionally and with a focus on the client.

Duties

  • You will lead, supervise and coordinate more complex procurement and tendering processes.
  • In cooperation with internal clients and as a category management partner you will prepare procurement processes and draw up the tender plan.
  • You will write clear, straightforward recommendations and procurement documents and resolve any disputes that might occur.
  • You will act as a pleasant and competent sparring partner for colleagues and clients.
  • You will advise buyers within the National Office for the Caribbean Netherlands (RCN) on procurement-related possibilities and other aspects and the applicable guidelines and regulations.
  • Together with the contract manager you will supervise the process from the creation of procurement (framework) agreements to the drafting of supply and maintenance contracts.
  • You will liaise with category management in the European Netherlands and you will conduct market research.
  • You will be responsible for the accuracy and completeness of procurement dossiers and records.

The organisation

Rijksdienst Caribisch Nederland (RCN) is the link between all the operational agencies of the ministries present on the islands of Bonaire, St. Eustatius and Saba. Each ministry is itself responsible, in terms of content, for introducing and implementing its own policies. SSO CN is a shared service organisation which is responsible for operations and support in the field of Human Resources Management (HRM), procurement, facilities, ICT, finances and communication for all active government departments in the Caribbean Netherlands.

The department

The SSO CN procurement department (which is located on Bonaire) is responsible for acquiring goods and services which are necessary for the proper functioning of the various government agencies within the RCN. The procurement department works in accordance with the rules and guidelines of the national procurement system. The main objectives of the procurement department are to stimulate the local economy, commission in a professional and reliable way and ensure efficient and impactful procurement.

Job requirements

  • You have graduated from a university or university of applied sciences in, for example, Industrial Engineering and Management or Business Economics (BE or CE)
  • You have around 1 to 3 years’ relevant work experience. Work experience at a European contracting authority would be a definite asset.
  • A qualification from the Dutch Association for Procurement Management (NEVI) at levels 1 and 2 or National Academy for Procurement and Tending (Rijksacademie Inkopen & Aanbesteden) would be a definite asset.
  • Knowledge of the category management system used within central government would also be a definite asset.
  • It would also be a definite asset if you had a broad network within central government procurement and operations.
  • You have good communication skills.
  • You have experience with SAP, Planon and Microsoft Office Word/Excel/PowerPoint.

What do we offer:

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 9 and job salary scale 10, monthly of at least $ 3.121,- and of at most $ 4.644,- in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment, for good performance and a positive assessment result.
  • A relocation scheme for candidates who respond from outside the island.

This position is open to both internal and external candidates , with the following order of priority used for the selection process:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution to it);
  • Dutch citizenship.

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
