Job description
As an experienced HR advisor, you will use your extensive knowledge and experience to work with your (HR) colleagues to contribute to a strong and future-oriented organisation. You will advise managers in the designated services/departments about personnel-related and organisational issues, and will guide management and managers to further develop, implement and execute HR policy and tools in the broadest sense of the word. For instance, when it comes to themes like inflow, progression, outflow and (sub-standard) performance.
You provide advice at a tactical level but also carry out operational tasks. You deliver tailored solutions and work closely with the senior HR advisors. In addition, you guide and coach the junior HR advisor assigned to you, helping them further develop within the field.
You conduct substantive discussions in which, drawing on your expertise, you dare to provide solid advice or counter-expertise, identify development needs and bottlenecks, and advise managers on implementing HR policy. Building and contributing ideas for the future is what makes this role interesting for you.
Job Responsibilities
- You advise managers within RCN on personnel and organizational matters across a broad range, within limited legislation and minimal frameworks;
- You act as a sparring partner for management during change processes, translate policy into practical HR tools, and ensure proper application of laws, regulations, and guidelines;
- You initiate the development of procedures and guidelines for the entire RCN organization;
- You identify and analyze personnel and organizational issues, propose solutions, and escalate when necessary (to your manager);
- You apply tailored solutions in operational HR tasks;
- You advise managers on (the application of) integrated management;
- You initiate HR projects, participate in HR projects, and coordinate with the Employer Team on matters such as employment relations and collective labor agreements;
- You contribute to evaluations and the development of management information;
- You consult with various parties, both internal and external;
- You advise management on linking HR processes with primary and other supporting processes and participate in multidisciplinary projects.
The organisation
The Rijksdienst Caribisch Nederland (RCN) is the link between all operational services of ministries represented on the islands of Bonaire, Sint Eustatius, and Saba. Each ministry is individually responsible for implementing and executing its policy. For correct execution and support, they call upon the Shared Service Organisation (SSO CN) of the Rijksdienst Caribisch Nederland. SSO CN offers support in the field of management, personnel & organisation, procurement & finance, support services, ICT and communication.

Job requirements
- You must have at least completed studies at hbo/wo level (e.g. hbo HRM), as well as follow-up studies;
- You must have at least 5 years’ all-round experience in a similar HR advisory role;
- You have experience working in a changing environment, preferably within a municipal or governmental institution;
- You must have a clear overview of the surroundings within which you - as advisor at a Shared Service Organisation - operate and must use your expertise to anticipate future developments;
- You must be able to interact at various levels within a complex political administrative organisation;
- You must possess unifying qualities and like operating in a team;
- You must take the initiative and be able present improvement proposals that make it possible to arrive at a shared solution;
- You must be experienced when it comes to identifying opposing interests, and are able to deal with them effectively;
- You will oversee diversity within the workforce and within political relations;
- You must possess the latest knowledge when it comes to public sector HR laws and regulations concerning labour law, absenteeism and employment conditions;
- You must have experience working in a Caribbean context;
- You must possess excellent verbal and written communication skills in Dutch, English and, preferably, Papiamentu.
What do we offer?
- A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree);
- A competitive salary in preliminary scale 10 or salary scale 11 (of at least $ 3.578,- and at most $ 5.319, - per month), in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- A vitality Allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a full-time employment (36 hour) per year;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
- A relocation package for candidates who react from outside Bonaire.
Procedure

The following order is taken into account in the selection:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
