Job description
As a Functional Administrator, you are responsible for the management and the support of multiple applications / information systems at SSO-CN. You support users both in using the various systems and in identifying and eliminating disruptions. You identify and analyse user requirements and translate these into concrete design proposals. You also prepare / describe functional specifications for which you are (also) responsible.
Job responsibilities
- You take care of the trouble shooting, the analysis of error messages, the implementation of measures for the benefit of proper and undisturbed operation;
- You provide for the functional administration for the applications / information systems used;
- You identify the information needs of management and staff and translate them into appropriate management and steering information;
- You are proactive in putting forward proposals for improvement or making recommendations for common issues to system owners / management;
- You give advice and support to the users and you take care of the configuration and establishment of work processes;
- You perform an important bridging function between user organisation, software suppliers, and the internal ICT Department;
- You coordinate system updates and functionality adjustments in consultation with the supplier;
- You coordinate the performance of functional tests and user acceptance tests and the preparation of test plans;
- You review the documentation and manuals.
The organisation
The SSO Caribbean Netherlands (SSO CN) provides for the business operations and support for the ministries operating on the BES islands, making it the shared service organisation of the Kingdom in the Caribbean. This includes support in the areas of personnel management, procurement, finance, automation, communication, and accommodation.

Job requirements
- Professional and intellectual ability at the level of Higher Professional Education (HBO) and preferably a number of years of relevant work experience;
- Demonstrable experience in the area of functional administration;
- Experience with the entire process of handling requests for information;
- Preferably BiSL certified;
- Knowledge of and experience with functional testing;
- Competency in transferring knowledge and skills to users;
- Experience in signalling and recognising the functional bottlenecks in applications / information systems;
- Communication skills (in the spoken and written word) in the Dutch and the English language, Papiamento is preferred;
- Experience with the following systems: AFAS, SAP, TOPDesk and/or Planon.
What do we offer
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in initial salary scale 9 and job salary scale 10, monthly of at least $ 3,075.00 and of at most $ 4,575.00, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday pay (8.33% of remuneration);
- A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 168 holiday hours for a working week of 36 hours per week;
- A temporary appointment of one year, with the prospect of a permanent appointment, for good performance and a positive assessment result;
- A relocation scheme for candidates responding from outside the island.
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,424.00 in 2024) will be taxed at a rate of 30.4% in payroll tax;
- Participation in the pension fund is mandatory, including a personal contribution to it;
- You are or will become a resident of the Caribbean Netherlands.
