The organisation

Rijksdienst Caribisch Nederland (RCN) is the link between the executive bodies of the ministries with a presence on the islands of Bonaire, St. Eustatius, and Saba. Each ministry bears individual responsibility for introducing and implementing its own policies. SSO-CN is a shared service organisation and is responsible for operations and for providing support in the areas of Human Resources Management (HRM), Procurement, Facility Matters, ICT, Finances, and Communications for every ministry that is active in the Caribbean Netherlands.

The department

The Front Office is the first point of contact for every request for help and every report from the executive bodies in the area of ICT and facility matters. Such requests may be made on site, by phone, or via the reporting system.
The issuing and returning of laptops, mobile phones, access passes, reception duties, and on-site installation of workspaces form part of the department’s responsibilities. Frequently asked questions and reports are immediately acted upon and resolved by staff. For more complex matters, the Front Office involves the appropriate ministry, while monitoring their progress and customer-satisfaction in how the matters are dealt with.

Job description

As Front Office Manager, you will be leading the Front Office and ensuring that our staff work efficiently and that our customers experience excellent service. You will make an active contribution to improving service provision and develop the Front Office into a broad-based and versatile service desk at which a range of duties and disciplines will be integrated.

You will monitor the department’s performance with the help of KPIs and, together with the other members of the Management Team (MT), you will work to achieve the organisation’s objectives. You will analyse reports and launch initiatives aimed at bringing about improvements. You will work to raise the quality of service by creating structure, priorities, and clear working methods. You will work closely with different departments in order to create support and to embed lasting change in the organisation.

You will be responsible for the results and the development of the department and will function as the process owner. In doing so, you will manage a team of 17 professionals, some of whom are based on Saba and Sint Eustatius.  

Duties

  • You will be part of the MT;
  • You will ensure consistent and reliable advice and implementation;
  • You will carry out SSO-wide tasks, such as in the area of service provision and leadership;
  • You will actively convey the organisation’s culture and set a good example;
  • You will be responsible for the department’s results and development;
  • You will be responsible for compiling and fulfilling an annual plan;
  • You will monitor and promote the quality of the department’s service provision and report to the head of the department;
  • You will be responsible for the department’s budgets;
  • You will hold interviews as part of the HR cycle;
  • You will coach, support, motivate, and stimulate staff members and hold work consultations on a structured basis;
  • You will develop vision, new ideas and/or concepts, coordinating them with the stakeholders.

Job requirements

  • You should have demonstrable HBO-level abilities, with an affinity for ICT and service provision;
  • You should have several years’ experience in the public sector (or semi-public sector) in the field of service provision;
  • You should have management experience supervising professionals;
  • You should be capable of building up relevant networks, both inside and outside central government;
  • You should have an understanding of political processes and administrative relationships;
  • You should have an affinity with the Caribbean Netherlands and possess knowledge and experience of a service-provision or shared-service organisation;
  • You should have good verbal and written communication skills in Papiamentu, Dutch, and English.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 11/job salary scale 12 from a minimum of $4.338,- and a maximum of $6.340,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Procedure

An assessment, case and/or reference check may be part of the procedure.
The following order will be considered in the selection process:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external).

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • Medical examination regarding mandatory registration for the pension fund (with a personal contribution);
  • Dutch citizenship.

Important information for interested applicants living outside the Caribbean Netherlands

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
