Job description

As Finance Manager, you are responsible for an effectively and efficiently functioning Financial Services Department, offering recognisable and clear services within the government-wide frameworks. As Finance Manager, you lead a team of 18 professionals on substance and output.

The focus is on implementing the department’s adopted improvement plan and improving the day-to-day service provision to the departments so that they can optimally perform their primary process. You initiate and drive optimisation and digitalisation projects. You inspire, enthuse and empower people. You do this with an open mind, by listening and engaging in dialogue. You give honest feedback, are transparent and do not shy away from holding employees accountable when there is reason to do so. This way, you ensure the best possible contribution from every employee.

You will also be a member of the SSO CN's management team (MT); together with the MT members, you will give substance to the strategic objectives and contribute to making the organisation function as a whole, whereby processes, people and resources work together in harmony. The aim is to achieve strategic goals by avoiding isolated control.

  • You will be responsible for providing the financial administration, payment traffic and cash management within Rijksdienst Caribisch Nederland (RCN). In short: you are responsible for all parts of the financial administration at operational and tactical level;
  • Based on substantive knowledge and experience, you are an adviser in your own field and advise management when it comes to specific topics that require decision-making;
  • You carry out checks on forward-charging and accounts receivable and monitor outstanding liabilities.

The organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between the implementing services of ministries present on the islands of Bonaire, Sint Eustatius and Saba. Each ministry is itself substantively responsible for introducing and implementing the policy of the particular ministry. SSO CN is a shared service organisation and provides business operations and support in the areas of Human Resources Management (HRM), Procurement, Facility Management, ICT, Finance and Communications for all active departments in the Caribbean Netherlands.

The department

The Financial Services Department of the SSO is in charge of managing and controlling the financial resources and processes within Rijksdienst Caribisch Nederland. The main aim of this department is to ensure responsible financial management and service provision within the Rijksdienst Caribisch Nederland.

Job requirements

  • You have a demonstrated higher education or equivalent ability, with an affinity for financial processes;
  • You have knowledge and experience in the field of financial services;
  • You are able to implement improvements in the process of administrative service provision;
  • You have knowledge and experience of entering batch payments and carrying out manual payments in online payment systems;
  • You have managerial experience;
  • You have good oral and written communication skills in Dutch, English and Papiamentu (preferred).

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 12 and job scale 13  of minimum $4.801,- and maximum $6.785,-) for a 36-hour working week. Classification is based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • 13th month’s salary (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours at a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment with good performance and a positive assessment result;
  • A relocation scheme for candidates responding from outside the island.

An assessment, case and/or reference check may be part of the procedure. The following order is considered in the selection:

  • Official RCN staff on the Islands of Caribbean Netherlands (internal)
  • Residents of the Caribbean part of the Netherlands (external)
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for the purpose of admission to the pension fund (participation is mandatory, including a personal contribution).
  • Dutch citizenship.

Good to know for interested parties outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
