Job description

You are going to assist, from the CIO Office, in realising a future-proof IT environment for the RCN. To prevent the employees / organisations involved from working at cross purposes, as an Enterprise Architect you create a description of the desired situation for the ICT services for the islands in the Caribbean Netherlands that fits the local situation. This description consists of guiding agreements and drawings and describes the desired situation from the various perspectives, which is laid down in a (multi-annual) roadmap for the ICT Department of SSO CN from the (group) architecture. You also monitor the technical state of the IT of SSO CN.

From the CIO Office, together with the CIO and the CISO (Chief Information Security Officer), you ensure that the IT of SSO CN remains scalable / flexible and secure and that there is / will be room for innovations. Besides developing the enterprise architecture, it is of course important that the architecture is also applied in practice, so that changes and projects are realised effectively and efficiently. Through advice and active cooperation, you give direction to the various projects so that the applications and services are realised effectively.

Job responsibilities

  • You advise on architecture issues at the strategic, tactical, and operational level;
  • You advise on new change initiatives based on the strategic ambitions and goals;
  • When working on initiatives, you work together with multidisciplinary teams on impact analyses. You also draft target and transition architectures, frameworks, and principles;
  • You contribute to building the enterprise architecture by drawing up architectural visions for themes of importance to SSO CN and its service area, the latter in close cooperation with internal and external experts;
  • You liaise with fellow architects from (chain) partners;
  • When working on realisation projects, you monitor the connection between solutions and the enterprise architecture;
  • You manage on consistency and functionality between existing and new smart services.

Organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between the executive services of the Ministries present on the islands of Bonaire, St. Eustatius, and Saba. Each Ministry is itself substantively responsible for the introduction and implementation of policies of its own Ministry. The office of the CIO plays a pivotal role between these departments of the Central Government and the Shared Service Organisation CN (SSO CN).

Department

The CIO Office must work with the departments to arrive at supported proposals that are secure, workable, and feasible for the ICT Department of the SSO. That department then provides the joint ICT infrastructure for the information provision of these various departments of the Central Government.

Job requirements

  • Intellectual and professional ability at the level of University Education (WO);
  • You have work experience as an architect at the strategic and tactical level;
  • You are able to break out of existing frames of reference and look at issues with an open mind;
  • You have demonstrable knowledge of and experience with the development and implementation of architecture methods and techniques like Archimate and/or TOGAF;
  • You have experience in writing and presenting opinions, whilst considering interrelationships and feasibility in a complex environment;
  • You have well-developed listening skills, you continue asking for clarification, and you contribute effectively to a common goal in collaboration with others.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 11 and job salary scale 12, monthly of at least $ 4,050.00 and at most $ 5,920.00, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of remuneration);
  • A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 168 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

  • This position is simultaneously open to internal and external candidates. In case of matching suitability, internal candidates are preferred.
  • An assessment or case may be part of the procedure.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension funds;
  • Dutch citizenship.  

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,242.00- in 2024) will be taxed at a rate of 30.4% in payroll tax; 
  • Participation in the pension fund is mandatory, including a personal contribution to it;
  • You are or will become a resident of the Caribbean Netherlands.
