What will you be doing?

  • Your job will be to ensure that communication is clear, powerful and easy to understand. You will make sure the message gets across properly, both internally and externally.
  • You will be the point of contact for your organisational units. As an account manager and sparring partner you will work closely with colleagues and supervise a variety of projects.
  • You will advise managers and heads of department on communication at both tactical and operational levels and will help them communicate more effectively.
  • You will not only provide input but also actually participate. On the basis of your communication role you will, for example, actively participate in projects, consultations and working groups.
  • You will have a feel for political-administrative relationships and know exactly when an issue is sensitive and how to deal with it strategically.
  • You will develop and organise campaigns and meetings that inform, inspire and connect, both within the organisation and elsewhere.
  • You will write clear, appealing texts and ensure that all types of communication - from press releases to posters - look professional and are published at the right time.
  • You will maintain contact with the media and conduct publicity campaigns which have a real effect.

The organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between the executive services of the Ministries present on the islands of Bonaire, St. Eustatius, and Saba. Each Ministry is itself substantively responsible for the introduction and implementation of policies of its own Ministry. SSO CN is a Shared Service Organisation and provides business operations and support in the areas of Human Resources Management (HRM), Procurement, Facility Management, ICT, Finance, and Communication for all active departments in the Caribbean Netherlands.

The department

The Communications department provides astute advice and professional support to the authorities and departments. Our robust network at local and regional level and in the Hague allows us to ensure that everyone knows exactly what is going on in society in the Caribbean Netherlands.

Our goal is to facilitate communication which has an impact, connects and generates results. What do you have to offer?

  • You have an affinity with the islands and feel at home within the local society, culture and languages.
  • You have a degree from a university of applied sciences in communications or marketing. Although all-round experience in the communication profession would be an advantage, we are also keen to speak to enthusiastic people who are new to the profession!
  • You are not afraid to engage in discussions, nor to provide advice on request and voluntarily in both a tactful and decisive manner.
  • You are able to work in a structured way and are familiar with project-based working.
  • You have the ability to write in a way which is clear and appealing for a variety of target groups and purposes and you know how to convey complex information in an understandable way.
  • You are an excellent communicator in both spoken and written Dutch and English. A command of Papiamentu would be a significant advantage.
  • You have a good eye for political and administrative sensitivities and know how to navigate your way through these effectively.
  • You are independent, honest, socially adept and creative and you like to approach your work with a healthy dose of humour.
  • You find it easy to build up relationships and maintain a relevant network.

What do we offer?

  • A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
  • A competitive salary in preliminary scale 10 or salary scale 11 (of at least $ 3.525, - and at most $ 5.240, - per month),  in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality Allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a full-time employment (36 hour) per year;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
  • Under certain conditions, there is a relocation package for candidates who react from outside Bonaire.

Procedure

The following order is taken into account in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

A case assignment is part of the procedure, in which we also assess your understanding of and sensitivity to the local context.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The position is based in Bonaire, hybrid working is not possible.
  • We explicitly encourage applicants with a local background or strong ties to the islands to apply.
  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
