Job responsibilities

  • You provide for unambiguous and clear communication from and for units of the RCN;
  • You are an account manager and sparring partner for a number of organisational units and you work on projects;
  • You advise managers within the RCN on communication at the strategic, tactical, and operational level;
  • From your communications role, you participate in various projects, consultations, and working groups;
  • You have an understanding of administrative processes and you assess the inherent risks in case of sensitive topics;
  • You develop, organise and/or coordinate (internal and external) information campaigns and meetings;
  • You write inspiring and clear texts and coordinate the lay-out and production of communication resources, you write and translate press releases;
  • You liaise with the press and you carry out public campaigns.

Organisation

The Rijksdienst Caribisch Nederland (RCN) is the link between all operational services of Ministries present on the islands of Bonaire, St. Eustatius, and Saba. Each Ministry is substantively responsible for the implementation and realisation of policy of the relevant Ministry. In this respect, for the correct implementation and support, they rely on the Shared Service Organisation (SSO CN) of the Rijksdienst Caribisch Nederland. SSO CN offers support in the area of operations, personnel & organisation, procurement & finance, facilities, ICT, and communication.

The department

The Communications Department provides critical and substantiated advice and professional support in the area of communications. The team has a relevant local, regional, and Hague network and also provides the services and departments, as well as the ministries in The Hague, with precise knowledge of what is going on in the public eye. Our aim is to develop a communication approach that effectively reaches target group(s) in the Caribbean Netherlands, improves interaction with the environment or enables better policy-making. We do this by providing solicited and unsolicited advice.

Job requirements

  • Your education is at least at the level of higher professional education (HBO) (communications / marketing) and you have several years of experience in the communications profession;
  • You have demonstrable experience with internal communications and communicating (internal) change;
  • You are a firm communicator who dares to give solicited and unsolicited advice;
  • You are accustomed to working on a project basis;
  • You have excellent spoken and written communication skills in Dutch and English. Spoken and written language skills in Papiamentu is a pre;
  • You have a feel for political and administrative relations;
  • You are able to write texts for different audiences and different media;
  • Your oral and written expression skills are strong
  • You are ethical, independent, socially adept, creative, and you have a sense of humour;
  • You are a networker.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A salary in conformity with the market, in preliminary scale 10 and job scale 11 (monthly of at least $ 3,525.00 and at most $ 5,240.00) in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of remuneration);
  • A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 168 holiday hours for a working week of 36 hours per week;
  • A temporary appointment for a year, with the prospect of a permanent appointment in the event of good performance and a positive assessment result.
  • A relocation scheme for candidates who are not resident on the island.

Procedure

  • This position is simultaneously open to internal and external candidates. In case of matching suitability, internal candidates are preferred.
  • An assessment or case may be part of the procedure.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension funds;
  • Dutch citizenship.  

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,424.00 in 2024) will be taxed at a rate of 30.4% in payroll tax;
  • Participation in the pension fund is mandatory, including a personal contribution to it;
  • You are or will become a resident of the Caribbean Netherlands.
