Job description

As Communications Officer you will collaborate closely with and support colleagues of the communications team. Together you will work on ensuring that the communications of the Rijksdienst Caribisch Nederland, the departments and agencies of the Central Government are unambiguous and clear.

This vacancy is a temporary position for one year.

Job duties

  • You support the communication advisers in creating various communication tools;
  • You support with information campaigns
  • You help translate press releases and other texts, or check translations by others;
  • You support the graphic designer with layout work
  • You assist the advisors in the production and editing of radio spots, vlogs, and videos;You coordinate the media campaign and translation work;
  • You liaise with translators, designers and printers;
  • You carry out administrative tasks such as maintaining the department's financial administration;
  • You'll assist with organizing events and conferences.

Organisation

The National Office for the Caribbean Netherlands is the link between all the operational services of the ministries present on Bonaire, St. Eustatius and Saba. Each ministry is itself responsible, in terms of content, for introducing and implementing its own policies. With a view to ensuring correct implementation and support, they can also call on the services of the Shared Service Organisation (SSO CN) of the National Office of the Caribbean Netherlands. SSO CN provides support in the field of operations, personnel and organisation, procurement and finances, facilities, ICT and communication.

Your team

Communications provides critical and substantiated advice and professional support in the field of communications. The team has a relevant local, regional and The Hague network, and also ensures that the services and departments, but also the ministries in The Hague, know exactly what is going on in the public opinion. Our aim is to develop a communication approach that effectively reaches target group(s) in the Caribbean Netherlands, improves interaction with the environment or enables better policy-making. We do this by providing solicited and unsolicited advice.

Job requirements

  • You have at least completed an MBO (senior secondary vocational education and training) course of study; 
  • You have at least two years of specific work experience in communications;
  • You are proficient in verbal and written Papiamentu, and Dutch, English, Spanish and Papiamento are a plus; 
  • You have knowledge of Office packages and Adobe programmes;
  • You have knowledge of and experience with graphics and AV packages; 
  • You have the ability to work both independently and in a team environment;
  • You have a category B driving license.

What we offer

  • A job in accordance with the BES Legal Position of Civil Servants Decree [Rechtspositiebesluit ambtenaren BES];
  • A salary in line with the market, initial salary scale 7 and job salary scale 8 between a minimum of $2.586,- and a maximum of $4.016,- per month, based on a work week of 36 hours. Pay grade is based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A 13th month (8.33% of the annual income);
  • A vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment for a year;
  • A relocation scheme for candidates who respond from outside the island.

An assessment, case and/or reference check may be part of the procedure.
The following order is considered in the selection: 

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Terms of appointment

  • A Certificate of Good Conduct (in Dutch: Verklaring Omtrent het Gedrag, abbreviated as VOG);
  • A medical examination for admission to the pension fund (Participation in the pension fund is mandatory, including a personal contribution; 
  • Dutch citizenship.

Important information for interested applicants living outside the Caribbean Netherlands

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands; 
  • The Caribbean Netherlands has its own tax regulations.  Income above the tax-free allowance of USD 21,956 in 2026 is taxed in the first bracket, up to an income of USD 53,198, at a rate of 29.4%. In the second bracket, a tax rate of 38.4% applies
  • You are or will become a resident of the Caribbean Netherlands.
