Job description
Are you looking for a multifaceted job? As a Central Government Real Estate Agency property manager you will certainly be able to say you have one. The portfolio is extremely diverse and ranges from offices, fire stations and monuments to a prison. If something in these buildings stops working, the impact can be huge. If everything is working as it should, you will be doing a good job. You will ensure that everything is properly maintained in collaboration, of course, with your colleagues, clients and users. That is what makes the job so satisfying.
As property manager you are the main point of contact regarding all the real estate aspects of your properties. Even though you are a manager by title, you are actually a jack of all trades. Your task will be to ensure that smaller projects involving, for example, functional improvements and replacements are carried out and that paintwork is updated, inspections are carried out and that the air conditioning system works properly. The latter is extremely important on Bonaire! If there are problems with drainage, it is your task to identify them and have them repaired.
Based on inspections, you will draw up a multi-year maintenance plan together with the asset manager and maintenance consultant. Although this will provide a clear structure for your work, you will have to be flexible enough to adjust, if the situation requires you to. You will issue instructions directly for small-scale work. In the event of larger operations, such as the complete replacement of an air-conditioning system, you will support the project manager with your knowledge of the property and the user. You will also work closely with the breakdown coordinator and the technical advisor.
Although you will work partly from the office, you will spend most of your time at the properties you are responsible for. Within no time you will know these buildings like the back of your hand. You will quickly notice what has to be done and understand what the effect of the Caribbean climate is on the state of the building and the user’s operating process.
Another challenge is that not everything is readily available on the island. This requires creative and flexible solutions and good planning. In this respect, a strong network of suppliers is also very important. In your role of contracting authority you and your fellow property manager will be responsible for the procurement of services and works, and for the conclusion of multi-year maintenance agreements. Any experience you have of procurement or contract management will be very useful in this role.
The organisation
The real estate management department of the Central Government Real Estate Agency is responsible for managing the buildings, technical installations, sites and grounds, both while they are being used and when they are vacant. The Carib section, which is part of the department, has thirty-five team members. We are responsible for the preparation and the implementation of all projects and contracts in the region, varying from maintenance projects to investment projects. The content of our portfolio is extremely diverse and ranges from offices, official residences and police and fire stations, to military sites and prisons.
The Carib section is divided into two clusters: The Caribbean Netherlands cluster (Bonaire, St. Eustatius and Saba) and the Curaçao, Aruba and St. Maarten Cluster. Your team will consist of knowledgeable and independent property managers, project managers, a breakdown coordinator and project assistant. We work across the islands and are familiar faces for the users of Central Government Real Estate Agency’s properties. Job requirements
- You have at least a higher vocational education (HBO) level of professional and intellectual ability, demonstrable in the form of an HBO diploma in architecture, installation technology, industrial engineering and management, or a similar subject.
- You have experience in a similar position.
- Relevant work experience in the Caribbean area would be a definite asset.
- You have affinity or experience with contract management and the legal aspects of contractual relationships.
- You can cope with stress, have a flexible attitude and are able to carry out tasks both within and outside your field of work, including when issues occasionally arise outside of office hours.
- Knowledge of Dutch, Papiamentu (and/or) Spanish would be a definite asset.
- You will work at our location on Bonaire and will also be available for work on the other islands within the Caribbean area. You are prepared to travel between the islands as necessary.
What do we offer?
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in initial salary scale 10 and job salary scale 11, monthly of at least $ 3.578,- and at most $ 5.319,-, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday pay (8.33% of the annual income);
- A end of year bonus (8.33% of the annual income);
- Vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours for a working week of 36 hours per week;
- A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
- A relocation scheme for candidates who respond from outside the island.
Procedure
An assessment, case and/or reference check may be part of the procedure. This vacancy will be opened simultaneously internally and externally, taking the following order into account in the selection:

- Residents of the Caribbean part of the Netherlands (external)
- Other candidates (external)
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund (participation is mandatory, including a personal contribution);
- Dutch citizenship.
Important information for interested parties outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
- You are or will become a resident of the Caribbean Netherlands.
