Job description
We are a growing team that includes several project leaders. Depending on your knowledge and experience, we determine together which projects you are going to take up. Current projects include the implementation of the NIPT/SEO (screening during pregnancy), the implementation of our new ICT system, guidance of the procurement of mammography machines and the mapping of follow-up care.
Job responsibilities
- You are flexibly deployable on multiple complex (sub) projects such as the implementation of the NIPT/SEO in the Caribbean Netherlands, the mapping of follow-up care, and the process supervision of setting up a regional cancer registry;
- Given the sensitivity and complexity of the various projects, it is important that you have, build, and maintain a network within the regional care and prevention chain;
- For various projects you bring chain partners together, and organise meetings via Teams or live if possible;
- You facilitate the conclusion of agreements with various chain partners in cooperation with colleagues in the Netherlands;
- You are broadly deployable and can, for example, guide and work out issues surrounding legal matters, procurement and quality in collaboration with experts;
- You are good at writing in formal Dutch and do not shy away from writing memoranda, evaluation reports, and a plan of action or project plan;
- You keep your colleagues informed of the progress of the projects you are working on and involve them where necessary;
- You think along in the formulation of relevant research questions.
About us and our mandate
The RIVM Centre for Population Screening is commissioned by the Ministry of Health, Welfare and Sport to manage the three population screenings for cancer. The Ministry of Health, Welfare and Sport also offers these population screenings in the Caribbean Netherlands. The RIVM was commissioned to organise and implement this. The implementation of the (pilot) programmes is scheduled for completion at the end of 2025, at which point they will transition to regular implementation. In 2026, pregnancy screening for chromosomal and structural abnormalities will also follow (NIPT-SEO). The implementation of screening programmes in the Caribbean Netherlands is coordinated from our office on Bonaire and you work closely with your colleagues at the RIVM in the Netherlands. Knowledge and experience requirements general
- Your professional and intellectual ability is at the level of Higher Professional Education or University Education (WO);
- You are familiar with the care and/or public health in the Caribbean;
- You preferably have a medical background for example, in healthcare or laboratory work;
- You can quickly analyse agreements and problems, assess risks, handle conflicting interests, and communicate at all levels;
- You have written and spoken command of Dutch and English. Papiamentu is preferred;
- You have relevant experience as a project leader, extensive knowledge of working in a project-based manner.
- You are willing to travel to the various BES-CAS islands and The Netherlands, when necessary.
What do we offer?
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in job salary scale 12 (gross monthly of at least $ 4,730.00 and at most $ 5,920.00) in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- A 13th month (8.33% of the annual income);
- A vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a 36-hour working week;
- A temporary appointment of one year with the possibility of a permanent appointment afterward;
- A relocation scheme for candidates who respond from outside the island.
Procedure
- In case of equal suitability, internal candidates take precedence over external candidates;
- An assessment or case may be part of the procedure.
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund ( participation is mandatory, including a personal contribution);
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21,373 in 2025 will be taxed at a rate of 30.4% in the first bracket, up to an income of $51,250. In the second bracket, a tax rate of 35.4% applies.
- Participation in the pension fund is mandatory, including a personal contribution to it;
- You are or will become a resident of the Caribbean Netherlands.
