Job description

As an Inspector, you are mainly concerned with the supervision of various applications, e.g. radio, television, and mobile telephony. You carry out (preparatory) supervision and/or investigation activities to ensure compliance with legislation and regulations in the area of telecommunications and prevent or resolve undesirable situations, e.g. disruptions to mobile networks.
Together with your colleagues on Bonaire, you prepare investigations and inspections, which you carry out independently. Not only on Bonaire, but also two or three times a year on St. Eustatius and Saba.

Based on observations in the field, you signal issues that you discuss within your team and translate into concrete actions with your colleagues, in the course of which you think along about solutions.

You also operate the measuring facilities of the monitoring station and carry out periodic and incidental monitoring studies, possibly also through coordinated monitoring programmes with neighbouring countries. You independently carry out inspections based on analyses of monitoring, on-site measurements, and desk research. You author reports and opinions. By sharing knowledge and information with target groups, you work preventively towards compliance.

You also carry out installation inspections with your fellow inspector, for example on the landline and mobile networks for voice and data communication, as well as radio equipment on board vessels. You signal vulnerabilities in the networks with regard to quality and availability and you recognise (signals of) malpractice. You arrive at the right approach based on considerations and information. You interpret research findings and record them in clear reports.

In addition to the performance of targeted measurements and inspections, we ask that you closely follow the necessary (technological) developments, for example with regard to digital resilience.

Organisation 

Wireless communication via radio waves or frequencies is essential in many sectors of society, e.g. aviation, aerospace, shipping, and healthcare. Because the number of services that depends on wireless communication is increasing, the airwaves are closely monitored. The RDI divides the available frequencies among the users and supervises their fault-free use. For that reason, we are also involved in making international agreements about the use of frequencies. In doing so, the RDI guarantees the availability of modern and reliable telecommunications in and for the Netherlands, including the Caribbean Netherlands.

Information about the Caribbean Netherlands Team

The Caribbean Netherlands Team currently consists of six enthusiastic employees who are responsible for the supervision and the implementation of telecommunications legislation on the BES islands. The team is hybrid; three (and after filling this vacancy, four) colleagues work on Bonaire and three in the Netherlands. In addition, there is cooperation with colleagues from other teams within the RDI.

Job requirements

  • Your intellectual and professional ability is at the level of Higher Professional Education (HBO) and you have technical (work) experience.
  • You have a strong affinity with and/or knowledge of the radio spectrum, (wireless) telecommunications, electronics or radio technology.
  • You have good oral and written skills.
  • You have good written and spoken command of Dutch, Papiamentu, and English.
  • Experience with the development and implementation of supervisory tasks is preferred.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit Ambtenaren BES (BES Civil Servants (Legal Status) Decree);
  • A competitive salary in preliminary scale 9 or salary scale 10 (of at least $ 3.121,- and at most $ 4.644,- per month), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday allowance (8.33% of remuneration);
  • End of year bonus (8.33% of the salary);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;
  • A temporary appointment of one year;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on the BES Islands (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund ( participation is mandatory, including a personal contribution);
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21,373 in 2025 will be taxed at a rate of 30.4% in the first bracket, up to an income of $51,250. In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
