RCN is on the verge of implementing important digitalisation and change processes, including the implementation of the Citizen Service Number (BSN) and Digi-D, which will have a significant impact on residents, entrepreneurs, the RCN organisation, and all its partners.

As CIO, you are taking the next step in the digital transition of RCN. You do this together with various partners, including RCN service units, Shared Service Organisation CN (SSO-CN), the Public Entities of Bonaire, St. Eustatius, and Saba, and the core departments and (digitalisation) programmes in The Hague.

In the position of CIO:

  • you translate your Kingdom-wide and departmental frameworks and guidelines in the area of information provision and information security into concrete instructions, products, and services that unburden RCN services;
  • you organise the bundling and better coordination of the demand-driven nature of RCN services in the area of information provision and digitalisation;
  • you are responsible for making decisions regarding ICT architecture choices, investments, management priorities concerning generic facilities of RCN;
  • you have a scrutinising role when it comes to (new) information facilities of RCN services;
  • you fulfil an independent role that sets conditions and frameworks across the entire RCN, with the aim of ensuring a joint (government-wide) development of the digital services;
  • you work with your team, i.e. the Chief Information Security Officer, Information Manager, Enterprise Architect, and Portfolio Manager, on an I-agenda for RCN that fits within the Kingdom-Wide I-Strategy;
  • you have a signalling function for the various service units of RCN.

The challenge is to assist the Caribbean Netherlands on the path to further digitalisation based on a single I-Strategy.

The tasks include:
a) strengthening of the physical and online services to citizens and enterprises;
b) working on the demand within RCN for generic (business) applications;
c) working on information security and sustainable disclosure of government data and information.

Organisation and position

The CIO is positioned directly under the Director of the Rijksdienst Caribisch Nederland. RCN is the link between all executive services of the Ministries and Public Entities present on the islands of Bonaire, St. Eustatius, and Saba. As CIO, you work in a complex environment because each Ministry has its own substantive responsibility for its own RCN unit.

As CIO RCN, you work within the frameworks established by the CIO of the Interior and Kingdom Relations and in close cooperation with the CIOs of the various departments.

The Public Entities (special municipalities) of Bonaire, St. Eustatius and Saba are independent administrative levels with functional cooperation.

Job requirements

  • Professional and intellectual ability at academic level, demonstrable through education or experience in a field in line with the position;
  • Experience with strategic consultancy in an administrative environment in the field of information provision.
  • Relevant professional knowledge and experience in the area of information management, ICT, and CIO office;
  • Experience in managing a group of professionals;
  • Knowledge of and experience with the audit function of the Central Government, particularly in the area of information provision;
  • Experience with complex change, realisation, and implementation processes;
  • Project management skills;
  • Experience within an implementing organisation of the Central Government is preferred;
  • Command of Dutch and English is required, command of Papiamento is preferred.

What do we offer?

  • A market-conform salary in job scale 15* (gross monthly salary minimum $ 7,135.-- and maximum $ 8,485.--), for a working week of 36 hours per week. Assignment to a pay scale based on knowledge and experience;
  • Holiday allowance (8.33% of remuneration);
  • A thirteenth month (8.33% of the salary);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a 36-hour working week;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external)

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund ( participation is mandatory, including a personal contribution);
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21,373 in 2025 will be taxed at a rate of 30.4% in the first bracket, up to an income of $51,250. In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
