Job description
The Local Registrar (“Registerhouder Examens” in Dutch) is responsible for the overall organisation of the examinations of the CXC education system and to this end performs support, secretarial and administrative work on behalf of the CXC Council headquartered in Barbados. In consultation with the school, you organise the administration of examinations, both written and oral, for the various English-language forms of education (CCSLC, CSEC, CAPE, CVQ).
You’re the central point in the communication between the CXC Council and the Saba comphesive school. The examination activities of the Local Registrar are carried out within the framework of the legislation and regulations applicable to the CXC education on St. Eustatius and Saba. Core of the position
The Local Registrar (LR) is responsible for the day-to-day coordination and the safeguarding of the correct and compliant conduct of CXC examinations in accordance with the applicable regulations. The LR has knowledge of the CXC education and examination system and acts strictly within the applicable legislation and regulations.
Job responsibilities
- The Local Registrar (LR) maintains regular contact with the headquarters of CXC in Barbados.
- The LR follows the training courses offered, actively keeps itself abreast of the CXC developments and reads all (examination) information brochures to stay up to date with the examination procedures, processes and working arrangements.
- The LR receives the examination assignments, retains them, brings them to the school periodically and sends the completed works and papers to the correctors for correction as per the CXC regulations.
- In collaboration with the school, the LR draws up the examination timetable and checks that the examination room, room layout and equipment meet the examination requirements.
- The LR draws up a survey roster for the commissioners and invigilators.
- The LR checks that the examination candidates are registered in a timely manner and according to the registration form.
- The LR monitors that the examination fees are paid in a timely manner.
- The LR ensures the smooth operation of examinations and safeguards the safety and integrity of the examination process at all times.

Organisation
OCW CN is the outpost of the Ministry of Education, Culture and Science (OCW) in the Caribbean Netherlands. The organisation identifies, informs, and advises the policy directorates of the Ministry of OCW in the Netherlands on the local applicability of the policy intentions. In addition, OCW CN informs and supports all stakeholders in the implementation of the Education Agenda Caribbean Netherlands and the cultural agendas of the islands.
OCW CN is responsible for the support and implementation of the policy intentions and legislation and regulations in the Caribbean Netherlands as well as the feedback on the progress.
Job requirements
- Your intellectual and professional ability is at the level of Higher Professional Education (HBO) / University Education (WO);
- You have knowledge of and experience with secondary education, particularly the CXC system;
- You know the legislation and regulations in the area of CXC education;
- You have at least three years of working experience within the field of education;
- Experience in the Caribbean Netherlands is preferred, with experience within the CXC in particular;
- You have good oral and written communication skills in English.
What we offer
- Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES Legal Status Decree for Civil Servants BES);
- A competitive salary in job salary scale 11 between a minimum of USD 4.011,- and USD 5.319,- per month based on a working week of 36 hours. A pay grade based on knowledge and experience;
- An equalization contribution and a Sabaallowance (12% of your basic salary)

Appointment requirements
- A Certificate of Good Conduct (VOG);

- The salary is in American dollars; the official currency of the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
