Job description

As a Social Legal Service Provider, you inform victims of criminal proceedings and their rights, and you assist them in drafting documents, e.g. claims for compensation, notices of objection, and victim statements. You accompany victims during court hearings, and you look after their interests, speaking on their behalf when necessary. In addition, you provide emotional support to victims, family members, relatives, and friends in cases of serious crimes and/or traffic accidents, and you refer victims to the appropriate authorities, whilst you act as a compensation fund specialist. You are responsible for the administrative processing of all activities, and you perform other tasks that are directly related to the position or that are assigned by your manager.

Job responsibilities

  • You inform victims about criminal proceedings and their rights.
  • You support victims when preparing and submitting legal documents. e.g. applications for compensation, joinder forms, victim statements, and notices of objection.
  • You support victims during trials and hearings.
  • You look after the interests of victims and, where required, you speak on their behalf.
  • You offer emotional and psychosocial support to victims, family members, relatives, and friends in case of serious crimes and/or traffic accidents.
  • You signal additional needs for assistance, and you refer victims to appropriate institutions.
  • You act as a claim fund specialist, and you provide support during applications and processing.
  • You provide for correct administrative processing and file creation of all activities.
  • You liaise with relevant internal and external chain partners.

The organisation

The Dutch Caribbean Police Force (KPCN) is a young, small, and dynamic force operating on Bonaire, St. Eustatius, and Saba. Although the Force is small in size, it includes all the processes of a full-fledged Force. After a phase of pioneering, the Force is now in a phase of further professionalisation. The department

Victim Support provides services in the field of victim support. As a Social Legal Service Provider, you take care of the operational tasks in the field of victim support, e.g. the supply of information on the course of the criminal process from reporting to punishment, the arrangement of claim settlement, the referral to other agencies, and the counselling of family members and friends of victims of serious crimes. The position falls hierarchically under the Chief of Police and is functionally managed by the coordinator of Victim Support, to whom you are also accountable.

Job requirements

  • You completed a Social Legal Services (Sociaal Juridische Dienstverlening) training at the level of Higher Professional Education (HBO);
  • You have organisational skills and can maintain the overview in hectic situations;
  • You have an open attitude towards all cultures on the island;
  • You can work well both independently and as part of a team;
  • You have strong communication skills and are a persuasive presenter;
  • You have a strong personality and are resistant to stress;
  • You are flexible and willing to provide assistance in the evenings and at night.
  • You have knowledge of criminal law and of the social map on the BES islands and skill in providing victim support;
  • You are proficient in Dutch, Papiamento, English and preferably Spanish;

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 8 and job salary scale 9 a gross monthly salary between a minimum of $2892,- and a maximum of $4.418,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (Participation is mandatory, including a personal contribution);
  • Dutch citizenship.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
