KPCN Senior Information Investigator

What are you going to do?

As a Senior Information Investigator, you deliver intelligence products and you simultaneously coordinate several files in different cases. As part of work preparation, you draw up plans of approach and you perform intelligence work yourself. You are jointly responsible for the division of work within the info desk. You are a recognisable face within the police force and for external partners.

Besides the focus on local and cross-border crime, the info desk has a number of special files that require special attention and knowledge, e.g. money laundering, human trafficking, cybercrime, and Interpol. You build and maintain networks for the purpose of a joint approach to intelligence activities and you agree on implementation arrangements. You consult (police) systems and open sources, like social media. You provide insight into trends and developments within the region and you deliver concrete information reports for the benefit of enforcement and investigation. This includes signal documents, summary investigative documents, and possibly the start of a criminal investigation.

The organisation

The Dutch Caribbean Police Force (KPCN) is a young, small, and dynamic force with the islands of Bonaire, St. Eustatius, and Saba as its area of operation. Although the force is small in size, it includes all the processes of a full-fledged force. The department

You are going to work at the info desk KPCN. The Info Desk Department is housed within the Intake, Information and Operational Support Unit (IIOO). The department consists of six units, including the Special Assignments Group, Intake, The Joint Control Room, Information Unit (info desk and CIE), Special Laws and Traffic. A total of about 40 colleagues work here. The teams are devolved within the force. The info desk currently has seven employees.

In addition, we expect the following:

  • You are in possession of a police diploma at a minimum of MBO (Senior Secondary Vocational Education) level 4;
  • You have successfully completed the necessary training courses in intelligence;
  • You preferably have experience with open source intelligence;
  • You preferably have experience in the intelligence field;
  • You preferably have experience within investigation;
  • You have excellent command in the spoken and the written word in Dutch and Papiamento. Good command of English and Spanish is preferred; 
  • You hold the Dutch nationality.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in salary scale 8 (gross monthly of at least $ 2,700.00 and at most $ 3,750.00) in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of remuneration);
  • A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 184 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

  • This position is simultaneously open to internal and external candidates. In case of matching suitability, internal candidates are preferred;

Appointment requirements

  • A medical examination for admission to the pension fund;

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,242.00- in 2024) will be taxed at a rate of 30.4% in payroll tax;
  • Participation in the pension fund is mandatory, including a personal contribution to it;
  • You are or will become a resident of the Caribbean Netherlands.
