Job description
As an IV & ICT Manager (IV= information provision) at the Dutch Caribbean Police Force (Korps Politie Caribisch Nederland, KPCN), you will be working on innovation and improvement issues in the field of information provision (IV) and will be responsible for day-to-day ICT management. You will be helping to improve safety in the Caribbean Netherlands by ensuring a reliable, secure and sustainable IV/ICT environment for KPCN that optimally supports its primary processes and business operations.
The focus of the role is on creating a stable and future-proof IV/ICT environment, utilising data as a management tool, and ensuring information security and compliance. In terms of professional content, the IV & ICT Manager reports and is accountable to senior police management. HR responsibility lies with the head of operations, who is also a member of the senior police management team.
Duties
- You will be responsible for managing and developing IV and ICT within KPCN, from policy themes to applications and systems, with the aim being to provide optimal support for the primary process and business operations.
- You will make sure that issues relating to IP renewal and improvement processes are properly articulated and will carry out the necessary analyses and preliminary investigations.
- You will manage the IV & ICT department, which is made up of ICT specialists and functional application managers, and you will be responsible for day-to-day ICT management.
- You will assist functional application managers as they define and develop functional and non-functional user specifications and you will make sure that applications and systems are correctly configured.
- You will be responsible for the structure, coherence and functioning of information processes within the organisation.
- You will work together with departmental heads, the KPCN Chief Information Security Officer (CISO), the senior police management team, chain partners within the legal chain and the Dutch Police, while taking account of developments within the IP landscape.
- You will represent KPCN in the field of IV and ICT, both internally and externally.
- You will actively participate in relevant internal and external networks of specialists in order to share knowledge and monitor developments.
- You will make sure that work is performed effectively in accordance with the established schedule and priorities.
- You will contribute to impact and effect analyses of technological innovations in the field of ICT management, the annual planning cycle, the budget and the consequences for end users.

Job requirements
- You have a university degree, and preferably also with a Master's degree in information management, computer science, or a similar field.
- You have additional relevant certificates or have completed relevant training, such as:
- Information Management (e.g. Business Information Services Library (BiSL));
- ICT management (e.g. Information Technology Infrastructure Library (ITIL));
- Enterprise architecture (The Open Group Architecture Framework (TOGAF), ArchiMate);
- Information security (ISO 27001, Government Information Security Baseline (Baseline informatiebeveiliging Overheid, BIO), Certified Information Security Manager (CISM), Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP));
- Project management (PRINCE2 Practitioner, IPMA-C, Agile).
- You have experience with system and network architectures, both on-premises, in the cloud and in hybrid environments (e.g. Microsoft Azure, AWS, VMware, MCSA/MCSE).
- You have knowledge of virtualisation and platform layout.
- You have experience with network technology and secure infrastructures, such as routing, switching, firewalling, VPN and network segmentation (e.g. CCNA/CCNP, Fortinet NSE).
- You have knowledge of middleware architectures and integration facilities, such as Enterprise Service Bus (ESB), message brokers and Application Programming Interface (API) management (e.g. WSO2, Tibco, Kafka fundamentals and API design training courses).
- You have experience with monitoring, performance and availability management of systems and infrastructure (e.g. ITIL Monitoring & Event Management, high availability and capacity management).
- You have an excellent written and spoken command of Dutch and Papiamento. A good command of English and Spanish would be a definite asset.
What do we offer?
- An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
- A salary in line with the market, in job salary scale 13 a gross monthly salary between a minimum of $5.844,- and a maximum of $7.159,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
- A holiday pay (8.33% of the annual income);
- A13th month (8.33% of the annual income);
- Vitality allowance;
- A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours based on a work week of 36 hours;
- A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
- A relocation scheme for applicants not living in the island.

- The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
- You are or will become a resident of the Caribbean Netherlands.
