Job description

As an intelligence officer you will provide solicited and unsolicited intelligence products and you will, at the same time, coordinate various dossiers relating to all kinds of different cases. In the context of preparing the case, you will draw up plans of action and perform intelligence work. You will be a key player within the force and for external partners.

Besides focusing on local and international crime, the intelligence unit is responsible for a number of special dossiers that require specialist attention and knowledge, such as subversion, human trafficking, smuggling, cybercrime and Finec.

You will build and maintain networks for the benefit of a joint approach to intelligence activities and you will make implementation-related agreements. You will consult (police) systems and open sources such as social media, you will provide an insight into trends and developments in the region and you will deliver specific intelligence reports that can be used for enforcement and investigation purposes. The intelligence you provide could take the form of signal reports and preliminary case documents and could result in the launch of a criminal investigation.

The organisation

The Dutch Caribbean Police Force (Korps Politie Caribisch Nederland, KPCN) is a young, small and dynamic force whose work covers the islands of Bonaire, St. Eustatius and Saba. Although small in size its work includes all the processes of a fully-fledged police force. We are looking for enthusiastic, versatile and flexible employees who want to help us build the force for the future.

The department

You will be working at the KPCN intelligence unit. The intelligence unit department is part of the Intelligence and Expertise Department and consists of three units, namely Intelligence and Analysis, the Criminal Intelligence Unit and the Central Control Room. The teams are separate entities within the force. The intelligence unit currently has 10 employees.

Job requirements

We are looking for enthusiastic colleagues who are able to analyse patterns and establish links. You are flexible and proactive and like to take the initiative. You know precisely when it is important to share intelligence (at national level) and you know how to interpret it. You are eager to learn and naturally curious about what is going on in society. You have an affiliation with security issues and your aim is to connect, innovate and develop. You like to take responsibility for the quality of the various safety products.

We also expect the following:

  • You have, as a minimum, completed a police programme at senior secondary vocational education level 4 (MBO-4).
  • You have successfully completed relevant training and education courses in the field of intelligence.
  • You preferably have experience with open source intelligence.
  • You preferably have experience in the specialist field of intelligence.
  • You preferably have experience of investigations.
  • You have an excellent written and spoken command of Dutch and Papiamentu. A good command of English and Spanish would be a definite asset.
  • You have Dutch nationality.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);

  • A competitive salary in job salary scale 7, monthly of at least $ 2.436,- and at most $ 3.289,-, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;

  • Holiday pay (8.33% of the annual income);

  • A 13th month (8.33% of the annual income);

  • Vitality allowance;

  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);

  • 182 holiday hours for a working week of 36 hours per week;

  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;

  • A relocation scheme for candidates who respond from outside the island.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
