Job description

As a Detective JZZ (Jeugd en Zedenzaken) your focus will be on conducting criminal investigations in this field. You will be responsible for carrying out tactical criminal investigations, both independently and as part of a team. You will participate in existing networks for the benefit of complex investigations and you will build new networks. You will be based on Bonaire but will also be available for duties, as necessary, on Saba and St. Eustatius.

We are looking for an assertive and enterprising colleague who has already proven to have a high level of independence. Candidates should bear in mind that this job can be psychologically very demanding.

Organisation

The Dutch Caribbean Police Force (Korps Politie Caribisch Nederland, KPCN) is a dynamic force whose work covers the islands of Bonaire, St. Eustatius and Saba and whose objective is ‘to get the basics right'. The force is responsible for all the processes of a fully-fledged corps and is now in a phase of further professionalisation. The department

The Investigations department carries out all the activities associated with solving crimes. This involves a combination of preventive, enforcement and repressive measures, with different partners playing a role. Investigations take place in a hectic environment where everybody works under pressure.

The focus of the specialist field (theme) of juvenile crime is on identifying, detecting, investigating and dealing with offences committed by juveniles using specific methods and techniques. Within the context of this theme, the particular focus of all the investigation activities is on detecting and preventing juvenile crime. Juvenile-orientated police activities take place within the framework of integral security management and the juvenile detective's role is to assess and refer. It should be noted that a juvenile and vice detective is not intended to fulfil the role of pseudo-care worker. The focus of the specialist field (theme) of vice crimes is on violations of the standards of morality and decency which prevail in our society. This includes all acts with sexual intent perpetrated by an offender against the victim's wishes.

Job requirements

  • You have completed police training at a minimum level of senior secondary vocational education level 4 (MBO-4), or police training to MBO-3 level supplemented with vocational training courses (in the field of police investigations) and relevant experience.
  • You have knowledge of relevant aspects of criminal law, criminal procedural law and administrative law.
  • You have knowledge of guidelines, (Public Prosecution Service) instructions and protocols relating to police investigations.
  • You have knowledge of, and skills relating to, interview techniques (incl. a coaching role) and the documentation and registration systems used.
  • You have knowledge and an active command of Dutch, Papiamento and English, with a command of Spanish being a definite asset.
  • Every year you will be expected to meet the requirements of the Integral Professional Skills Training (Integrale Beroepsvaardigheid Training, IBT) in accordance with the regulations.
  • Where necessary, this will be supplemented with certificates relating to specific task aspects/ancillary activities.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 6 and job salary scale 7, monthly of at least $ 2.132,-and at most $ 3.289,- in case of a 36-hour working week. Assignment to a pay scale based on knowledge, education and experience;
  • Salary grading based on knowledge, experience and competency level.
  • Holiday pay (8.33% of the annual income);
  • A 13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

An assessment, case and/or reference check may be part of the procedure.
A pre-screening is part of the procedure. The following order will be is considered in the selection:

  • Official RCN staff on the BES islands (internal)
  • Residents of the Caribbean part of the Netherlands (external)
  • Other candidates (external)

Appointment requirements

  • An assessment can be part of the selection procedure;
  • You need to be able to submit a valid A-level screening. If this has not yet been issued, a security investigation will be initiated;
  • To be considered for a position with the Dutch Caribbean Police Force, Dutch citizenship is a requirement.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.
