Job description
As an investigator, you focus on apprehending suspects, collecting tactical information, systematising information, hearing witnesses, consulting sources, establishing interrelationships, etc. All work is aimed at solving crimes. You achieve this by combining preventive, enforcement, and repressive measures, and cooperating with district teams, emergency assistance, the authorities, and chain partners.
As an investigator, you carry out tactical investigations independently and in teams. You are part of more complex criminal investigations and existing networks for the benefit of criminal investigations. As an investigator, you can be deployed in one or more task areas and you know what is going on in the relevant task area without being a specialist in it. If deemed necessary, you are also deployed on Saba and St. Eustatius. The Investigation Department is characterised by a hectic environment in which people work under high pressure.
The organisation
The Dutch Caribbean Police Force (KPCN) is a dynamic, young and small force with the islands of Bonaire, St. Eustatius, and Saba as its area of operation and carries out all the processes of a fully-fledged police force.
The Force contributes to the safety and liveability of people living, working or staying as tourists on one of the islands of the Caribbean Netherlands. Job requirements
- You have at least 3 years of demonstrable experience as a detective;
- You have a police diploma at, at least, level 4 of Senior Secondary Vocational Education (MBO 4), or you are in possession of a police diploma at level 3 of Senior Secondary Vocational Education (MBO 3) supplemented with job-specific training in the area of investigation and relevant experience;
- You have knowledge of interrogation techniques and the documentation and registration systems used;
- You can easily distinguish main and minor issues and correlate information from various sources;
- You act and communicate tactfully and you are able to record and present facts in a clear and structured manner;
- You work well with colleagues from different disciplines.
- You learn quickly and know how to transfer your knowledge effectively to police practice;
- You have knowledge of relevant parts of criminal law, criminal procedure law, administrative law;
- You have knowledge of guidelines, (PPS) instructions and protocols relating to investigation and you know how to apply them correctly;
- You can meet the IBT requirements annually in accordance with the regulations;
- You are fluent in Dutch, Papiamentu and English; Spanish is preferred.
What do we offer?
- An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in initial salary scale 6 and job salary scale 7, monthly of at least $ 2,100.00 and at most $ 3,240.00, in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday pay (8.33% of remuneration);
- A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 168 holiday hours for a working week of 36 hours per week;
- A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
- A relocation scheme for candidates who respond from outside the island.
Procedure
An assessment, case and/or reference check may be part of the procedure. This vacancy will be opened simultaneously internally and externally, taking the following order into account in the selection:
- Official RCN staff on the BES islands (internal)
- Residents of the Caribbean part of the Netherlands (external)
- Other candidates (external)
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,424.00- in 2024) will be taxed at a rate of 30.4% in payroll tax;
- Participation in the pension fund is mandatory, including a personal contribution to it;
- You are or will become a resident of the Caribbean Netherlands.
