Job description

As a Coordinating Information Security Officer (CISO) with the Dutch Caribbean Police Force (Korps Politie Caribisch Nederland, KPCN) you will be working at the interface between technology, security and organisation. You will directly help protect our critical (digital) infrastructure and you will be responsible for information security within the force. You will play a key role in guaranteeing the availability, integrity and reliability of the information provided and will act as a bridge between technology, people and the organisation.

Duties

  • You will set, implement and maintain KPCN’s information security policy and strategy.
  • You will monitor compliance with national and international legislation and regulations in the field of information security.
  • You will report to the senior police management team on the status of information security and the risks that exist within the organisation.
  • You will be directly involved in audits relating to cybersecurity and the configuration of Business Continuity Management (BCM).
  • You will encourage security awareness at all layers within the organisation.
  • You will actively participate within the CISO network of the police, the Ministry of Justice and Security and the National Office for the Caribbean Netherlands (Rijksdienst Caribisch Nederland, RCN), identify trends and developments and translate these into practical measures for KPCN.
  • You will advise the senior police management team in such a way that they are consistently in a position to make integral choices from an information security perspective.
  • You will build and maintain an effective internal and external network and you will coordinate multidisciplinary teams to work on incidents or projects.
  • You will act as the binding force between the technical, organisational and human aspects of information security.

The organisation

The Dutch Caribbean Police Force (KPCN) is a young, small and dynamic force whose work covers the islands of Bonaire, St. Eustatius and Saba and includes all the processes of a fully-fledged police force. The force helps to preserve the security and quality of life of the people who live and work on one of the islands of the Caribbean Netherlands, or visiting tourists. Job requirements

  • You have a post higher vocational education (HBO+) or university (WO) level of professional and intellectual ability.
  • You have at least 10 years of relevant experience in information security, including several years at a strategic and policy level.
  • You have extensive experience as (C)ISO, preferably within government organisations in the security domain.
  • You have experience with the functional management of professionals and with coordinating multidisciplinary teams that are working on incidents or projects.
  • You have in-depth knowledge of relevant legislation and regulations, such as the Government Information Security Baseline (Baseline informatiebeveiliging Overheid, BIO), the Police Data Act (Wet politiegegevens, WPG) and common standards (including ISO27001/2).
  • You preferably have certifications, for example those of Certified Information Security Manager (CISM), Certified Information Systems Security Professional (CISSP) and Certified Information Systems Auditor (CISA), or a Certified in Risk and Information Systems Control (CRISC) certification.
  • You have wide-ranging experience in or with large public bodies and/or security domains.
  • You have advanced consultancy skills and a highly developed capacity for administrative sensitivity.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in job salary scale 12 a gross monthly salary between a minimum of $5.066,- and a maximum of $6.340,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (Participation is mandatory, including a personal contribution);
  • Dutch citizenship.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
