Job description

As a CIE Officer, you are involved in the collection, processing and supply of information. To achieve this, you focus on the recruitment, building and management of a network of informants. You also analyse the usability and the reliability of the informants and their information. Protecting the identity and safety of your informants is your highest priority in this regard.

As a CIE Officer it is important that you have a broad social orientation. You speak with different kinds of people about various topics, including firearms, narcotics, robberies, but also about money laundering, human trafficking, the environment, etc.

With the information gathered, you do not only support the investigation process but you also assist in mapping CSVs, threat assessments, and trends.

The organisation

The Dutch Caribbean Police Force (KPCN) is a young, small, and dynamic force operating on the islands of Bonaire, St. Eustatius, and Saba. Although the Force is small in size, it carries out all the functions of a full-fledged organisation. The department

The Criminal Intelligence Unit falls under the Information & Expertise Department.

This department is responsible for ensuring that safety can be managed with the right information at the right time and for providing support in daily police tasks. In this regard, the Criminal Intelligence Unit is responsible for the supply of information based on the running of (civil) informants within the areas of serious crime.

Job requirements

  • You have at least a police diploma at level 4 of Senior Secondary Vocational Education (MBO-4), preferably supplemented with vocational training (including for the recruitment and running of informants);

  • You have knowledge of and/or experience with the investigative process;

  • You have demonstrable knowledge of legislation and regulations, guidelines and protocols regarding the recruitment and running of informants;

  • You have knowledge of and experience with methods, techniques and instruments for the recruitment and running of informants;

  • You are skilled in building and maintaining various networks;

  • You are a team player;

  • You have insight into the behaviour of individuals involved in criminal circles and you are properly skilled in assessing potentially unsafe situations;

  • You have good command of the Dutch, Papiamento and English language, and preferably also of the Spanish language;

  • You are able to meet the IBT requirements annually in accordance with the regulations;

  • You demonstrate professional maturity and you accept responsibility. This means that you are extremely ethical, creative, flexible, proactive and resistant to stress.

We can imagine that you do not meet all of the requirements above yet. KPCN shall, where possible, provide for the necessary training. It is expected of you that you make every effort to comply with these requirements within the imposed time limit.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 7 and job salary scale 8, monthly of at least $ 2.436,- and at most $ 4.619,- in case of a 36-hour working week. Assignment to a pay scale based on knowledge, education and experience;
  • Holiday pay (8.33% of the annual income);
  • A 13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result;
  • A relocation scheme for candidates who respond from outside the island.

This vacancy is being published simultaneously internally and externally, and selection will be based on the following order of priority:

  • Official RCN staff on the BES islands (internal)
  • Residents of the Caribbean part of the Netherlands (external)
  • Other candidates (external)

Appointment requirements

  • If you are offered the position, subject to demonstrated suitability, your appointment will not yet be final. A legal requirement for the appointment is that you must first successfully complete the CIE Officer training course. The police force will provide this training.(The training is currently planned to start in the Netherlands in January 2026.)
  • A Certificate of No Objection (VGB)
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;

  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21.373,- in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%; In the second bracket, a tax rate of 35.4% applies.

  • Participation in the pension fund is mandatory, including a personal contribution;

  • You are currently or will become a resident of the Caribbean Netherlands.
