Job description

As a works foreman you supervise, motivate and instruct prisoners during the activities at the workplace and the workshop.

We are looking for works foremen for the following disciplines:

  • Hospitality
  • Technique / Construction / Carpentry / Welding
  • Green facilities

Job responsibilities

  • You provide for the performance of the (daily) programme, the work process and the realisation of the production;
  • You supervise, under the supervision of a teacher, the prisoners who participate in an MBO (Senior Secondary Vocational Education) training;
  • You provide for a safe, stable, hygienic work and living environment; 
  • You treat prisoners in a motivating manner, and you inform them correctly;
  • You provide for timely reports, advice, referral and coordination with other disciplines;
  • You can be deployed at various Ban Pa Kambio / work units.

The organisation

The JICN is a judicial institution housed in an ultramodern building in Plantage Aruba, where all detainees from the Caribbean Netherlands can be placed. There are 113 detention places spread over 7 departments, including the young adults department, women's department and the remand centre. The JICN also takes care of detainees with extra clinical care needs.

Job requirements

  • Your professional and intellectual ability is at the level of MBO (Senior Secondary Vocational Education), preferably level 4, in a technical specialisation, e.g. construction, carpentry or welding, or green facilities or hospitality;
  • You have a flexible approach in terms of, where required, being deployed as works foreman for other disciplines;
  • You have experience as an institutional worker or experience with the supervision of individuals subjected to the law; 
  • You have professional knowledge and experience, or you are willing to dive into the area of woodworking, welding activities, green facilities, hospitality, construction or paint activities;
  • You have affinity with production processes;
  • You are able to defend yourself and your physical condition is at a level (this is a hard requirement) that is tested by means of a physical skill test;
  • You have command in the spoken and written word of Dutch and Papiamento and you can also communicate in English and Spanish;
  • In the event of equal suitability, candidates who are already resident on Bonaire are preferred.

What we offer

  • An appointment in conformity with the Rechtspositiebesluit ambtenaren BES (Legal Status Public Servants BES Decree);
  • A salary in conformity with the market in preliminary scale 5 and job grade 6 of at least $ 1,507.00 and at most $ 2,459.00 per month in case of a working week of 39.5 hours. Assignment to a pay scale based on knowledge and experience;
  • As of the 1st of January, 2022, the working week will amount to 36 hours per week, without loss of salary;
  • Holiday bonus (8.33% of remuneration);
  • A 13th month (8.33% of remuneration, with a minimum gross amount of $ 1,750);
  • A pension scheme with Pensioenfonds Caribisch Nederland (PCN);
  • 184 holiday hours for a working week of 39.5 hours per; as of the 1st of January, 2022, 168 holiday hours for a working week of 36 hours;
  • Temporary appointment for one year, with a view to permanent appointment after effective performance and positive evaluation;
  • A relocation package for candidates responding from outside the island.

Terms of appointment

  • A Certificate of Good Conduct (VOG);

  • The salary is in American dollars; the official currency of the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax legislation. Income above the tax-free sum ($ 12,575 in 2021) will be taxed at a payroll tax rate of 30.4%;
  • Participation in the pension scheme is compulsory, including the accompanying personal contribution;
  • You are or will become an inhabitant of the Caribbean Netherlands.
