The organisation
The JICN is a correctional institution where all detainees of the Caribbean Netherlands can be placed. There are several wards including wards for young adults, for women, and a house of detention. In addition, we dispose of a Forensic Care ward and a ward for minors. JICN also looks after the arrestees and foreign nationals. JICN is moving with the changes in the prison system. This requires proactive thinking, innovation, and investment in the professionalism of our employees.
Job description
As a secretary you are responsible for the agenda management, the scheduling of appointments and meetings, the handling of correspondence (telephone, email), and the performance of administrative and organisational tasks for the board. You are often the first point of contact for customers and colleagues, where communication skills and administrative tasks go hand in hand.
Job responsibilities
- You handle a wide range of queries and requests, and you provide secretarial, logistical, and organisational support (e.g. vehicle management, business travel, ICT resources, and the management of the Document Management System) for the board and you fulfil a supporting role for MT members;
- You assist in drafting and processing legal correspondence, such as complaint cases and other legal correspondence;
- You answer the telephone and you handle matters as independently as possible, referring callers to others where necessary;
- You manage the (work) archive and you retrieve information from it;
- You organise meetings and receptions;
- You provide for the administrative processing of various documents and agreements;
- You provide for meeting agendas, and you take minutes; In doing so, you take the importance and confidentiality of the agreements to be made into account;
- You act as the hostess in case of external visitors.
Job requirements
- You have at least a Senior Secondary Vocational Education (MBO) diploma in a secretarial curriculum and preferably work experience in a legal environment;
- You have extensive experience with agenda management and taking minutes;
- You have excellent command of all Microsoft Office applications;
- You are resistant to stress, flexible, accurate, and proactive;
- You can properly plan and organise your work;
- You are ethical, representative, discreet, customer-focused, and service-minded;
- You are independent and quick to learn, and you think along and look ahead;
- You are proactive, hands-on, and service-minded, and you have organisational awareness;
- You have good communication skills, and you have good command of spoken and written Dutch. English and Papiamento are preferred.

What do we offer?
- An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
- A salary in line with the market, in initial salary scale 6 and job salary scale 7 from a minimum of $2.282,- and a maximum of $3.470,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
- A holiday pay (8.33% of the annual income);
- A13th month (8.33% of the annual income);
- Vitality allowance;
- A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours based on a work week of 36 hours;
- A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
- A relocation scheme for applicants not living in the island.

Terms of appointment
- A Certificate of Good Conduct (VOG);
- Medical examination regarding mandatory registration for the pension fund (with a personal contribution);
- Dutch citizenship.

- The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
- You are or will become a resident of the Caribbean Netherlands.
